The job
What does a parking management company do for a Juneau lot?
It runs the lot for the owner: Wins Parking sets rates, collects through plate cameras and online permits, enforces with AI cameras and reports monthly, for 15–25% of gross revenue.
Juneau is Alaska's capital and a city of 31,609, squeezed between Gastineau Channel and steep mountains. Downtown has little flat land, so every stall near the Capitol, the state office buildings and the cruise berths is in demand, while Mendenhall Valley lots serve shopping, schools and the airport.
Every engagement opens with a site walk: stalls, signs, curbs, lights, drains and the approved plans, plus a look at how rain and snowmelt leave the lot. Repairs go to our paving crews before launch, priced against the Alaska asphalt benchmark, and an awkward hillside layout goes to our design team.
After launch, rates, collections, citations, calls and the summer and session calendars are ours, and the owner follows it all on one dashboard.
The money
How are Juneau parking operators paid?
Most take 15–25% of gross revenue; under a ground lease the owner gets fixed rent and Wins carries the swing between cruise season, the legislative session and the quiet months.
Two calendars set demand. Cruise ships fill downtown from late April into October, and the Legislature fills state offices from January into spring. A revenue share keeps both peaks with the owner.
Worked example (a Wins Parking estimate, not a quote): a 90-space downtown visitor lot at the calculator's retail rates would gross about $4,160 to $12,470 a month if it sold every day. The math follows our revenue calculator (spaces × daily rate × occupancy × 30 days) and BEA's price index of 96.2 for nonmetropolitan Alaska, −3.8% the national average. The 15–25% fee would be $620 to $3,120; we adjust both for real ship days.
Monthly permits for agency workers and downtown residents fill the gaps between ships.

A Wins Parking estimate, not a quote: spaces × daily rate ($6–$10) × occupancy (60–80%) × 30 days, scaled by Juneau's BEA cost index of 96.2. Management fee at 15–25% of gross. A site assessment sets the real figures.
The paperwork
What permits does a paid parking lot need in Juneau?
A zoning check, then building and electrical permits from the CBJ Permit Center at 230 South Franklin Street, which moved to a new online system on January 12, 2026.
Paid public parking can change a lot's approved use, so we confirm it with Community Development before ordering gates. Each gate, pole, kiosk and light is permitted and inspected, wired under a licensed electrical administrator (AS 08.40) by electricians holding state certificates of fitness. CBJ posts no review target; we budget three to six weeks, an estimate.
A rebuild disturbing an acre or more needs coverage under Alaska DEC's construction general permit, AKR100000, which runs from February 1, 2026 to January 31, 2031. Juneau averages 66.99 inches of precipitation a year at the airport, so erosion controls matter on any open site. Our parking lot construction team files the notice.
Who checks the electricians who wire parking gates in Juneau?
The state licenses electrical administrators under AS 08.40 and certifies electricians through the Department of Labor; CBJ permits and inspects each job.
The system
How do plate-reading gates, AI cameras and online permits run a Juneau lot?
Cameras read each plate at entry and match it to a permit or payment; unmatched cars receive a notice with photos. No attendant is needed, and Wins runs the same setup in Colorado resort towns.
On a five-ship day, visitors and tour operators want quick turnover while state workers need their monthly spaces held. Plate reads keep the two apart without a cashier, and rates can rise on ship days and fall on quiet ones.
Rain is the constant here, so cameras get hoods and wipers where needed. They also log overstays, accessible-stall misuse and gas cars in charging spaces, with dated photos.
The code
What parking does Juneau require?
None in the downtown No Parking Required Area under Ordinance 2022-04(b), adopted April 25, 2022; the Town Center area asks 1 space per 750 square feet for office and retail, against 1 per 300 elsewhere.
Where spaces are still required, CBJ 49.40 allows a fee in lieu of $10,000 per space, which tells an owner what the city thinks a stall is worth. Downtown owners can sell every space on price; Valley lots usually carry a building's requirement, so we read the approvals before selling outside permits.
Juneau is in our parking minimums database with the other cities we track.
The market
What drives parking demand in Juneau?
Cruise visitors and state government. The Juneau Independent reports 1,733,016 large-ship passengers in 2026, the first season under a voluntary cap of 16,000 a day, 12,000 on Saturdays.
No road connects Juneau to the continental highway system, as the state transportation department notes, so residents' cars, rental fleets and tour buses all stay in the borough and compete for the same downtown curb. The University of Alaska Southeast at Auke Lake, the hospital and the Mendenhall Glacier visitor area add their own peaks.
Juneau International, 15 miles from the borough's Census point and close to the Valley, runs its own lots. We set monthly rates for workers, hourly for visitors and day rates for ship days.
The weather
How does Juneau's climate shape lot upkeep?
NOAA's 1991–2020 normals at Juneau International show only 1 month, Jul, with average lows at or above 50°F, plus 87.6 inches of snow and about 67 inches of precipitation a year.
Using SealMaster's 50°F floor, our sealcoating and paint window is July, with August close at 49.1°F lows. Rain is the bigger limit, so jobs need a run of dry days and a flexible crew date.
Winters are milder than Anchorage's, with January lows near 23.8°F, but freeze-thaw cycles, heavy wet snow and steady rain wear surfaces fast. Drainage, crack sealing and plow plans matter more than heat, which never reaches 90°F in the normals.

Is a Juneau lot ready for EV and robotaxi fleets?
More than most: 23 public Level 2 and 4 DC fast ports, per AFDC data pulled Oct 14, 2026, on AEL&P service. See our Juneau EV and robotaxi charging page.
Juneau has more public Level 2 ports than Anchorage, a city nine times its size, including ports at the city's Marine Parking Garage downtown. Short driving distances suit EVs, so owners can expect steady requests. When we repair a lot, we lay empty conduit toward likely charging rows.
Chargers report to our platform, and cameras keep EV spaces clear.
