The rule decides how many spaces a building must keep, which in turn decides how much of a lot an owner can rent, share or redevelop. A city with minimums ties stalls to the building; a city without them lets the owner price the lot like any other asset. Each row links the code section so you can read the rule yourself, and the city name opens the Wins Parking page for that metro.

78 rows. More cities are added as their Wins Parking pages go live.
Method
How was the rule for each city found?
We read each city's current zoning ordinance on the city's own code host (Municode, American Legal or the city website), found the off-street parking chapter, and recorded whether it sets a minimum number of spaces by land use. When a city removed its minimums, we recorded the year and the ordinance that did it, from the adopted ordinance or the city's own announcement.
A rule counts as "minimums" when the code requires a set number of spaces for ordinary office, retail or apartment uses anywhere in the city. A city that waived minimums only downtown or near transit still counts as having minimums, and the detail column says where the waiver applies. A city counts as "no minimums" only when the requirement is gone citywide.
Method
How current is it?
Every row carries the date we opened the code and confirmed the rule. A monthly job re-opens every source link and emails a report of any that fail, and rows are re-checked by hand when a city amends its parking chapter. Zoning changes slowly, but it does change: Burlington's 2023 repeal is the kind of event this table exists to catch.
Using the data
How should you read the table?
Sort by any column header, or filter by state, region or rule. The code-section cell links to the ordinance itself, not to a summary, so you can confirm the wording before you rely on it. The "Repealed" column is blank ("None") for cities that still require parking; it is not a forecast.
Minimums are one input to what a lot can do. Variances, planned-unit approvals, historic districts and shared-parking agreements can all change the number on a given parcel. Treat the table as the starting rule and the city's zoning office as the final word for a specific address.
Using the data
Why do parking minimums matter to a lot owner?
A minimum turns part of every lot into required parking for the building it serves. Those stalls cannot be sold off, built on or, in some codes, rented to the public without a variance. Where minimums are gone, the same stalls become an asset the owner can price, share between daytime and evening users, lease to a fleet or redevelop. The rule therefore sets the ceiling on what a parking management plan can earn.
Repeal does not mean a city stops caring about parking. Burlington replaced its minimums with maximums, which cap how much new parking a project may add, and many cities that drop minimums add rules on bicycle parking, shared parking and curb management at the same time. Read the detail column and the code section together.
Using the data
Who keeps this data, and can you reuse it?
Wins Parking keeps the table as part of its city pages. It is released under the Creative Commons Attribution 4.0 license: copy, chart or republish it, with credit and a link. The CSV has the same rows and columns as the table. Corrections go to reserve@winsparking.com with the code link that shows the change; we confirm against the source and update the row and its checked date.
