The job
What does a parking management company do for a Honolulu lot?
It runs the lot for the owner: Wins Parking sets rates, collects through plate cameras and online permits, enforces with AI cameras and reports monthly, for 15–25% of gross revenue.
Urban Honolulu counts about 341,868 residents, and the City and County of Honolulu governs all of Oʻahu. Hotel guests, office workers, shoppers at Ala Moana Center, hospital staff and university students all compete for a small supply of land between the mountains and the sea, so a stall here is worth more than in most U.S. cities.
Every engagement opens with a site walk: stalls, signs, curbs, lights, drains, shade and the approved plans. Repairs go to our paving crews before launch, priced against the Hawaii asphalt benchmark, and a tight layout that wastes stalls goes to our design team.
After launch, rates, collections, citations, calls and the hotel and event calendars are ours, and the owner follows it all on one dashboard.
The money
How are Honolulu parking operators paid?
Most take 15–25% of gross revenue; under a ground lease the owner gets fixed rent and Wins carries the risk on visitor numbers and rates.
Hotel and retail lots move with tourism, which can swing with airfares and the economy; downtown office lots move with return-to-office patterns. A revenue share keeps the upside with the owner when visitors surge.
Worked example (a Wins Parking estimate, not a quote): a 150-space hotel lot at the calculator's hotel rates would gross about $32,970 to $82,420 a month. The math follows our revenue calculator (spaces × daily rate × occupancy × 30 days) and the Urban Honolulu metro's BEA price index of 111.0, +11.0% the national average. The 15–25% fee would be $4,950 to $20,610; we adjust both for real occupancy and valet demand.
Monthly permits for residents of nearby towers often fill the overnight hours.

A Wins Parking estimate, not a quote: spaces × daily rate ($6–$10) × occupancy (60–80%) × 30 days, scaled by Honolulu's BEA cost index of 111.0. Management fee at 15–25% of gross. A site assessment sets the real figures.
The paperwork
What permits does a paid parking lot need in Honolulu?
A zoning check, then building and electrical permits from the Department of Planning and Permitting. Civil Beat reported in June 2026 that commercial building permits had recently taken about four months.
Paid public parking can change a lot's approved use, so we confirm it with DPP before ordering gates. Each gate, pole, kiosk and light is permitted and inspected. Hawaii licenses contractors through the Contractors License Board under HRS 444 and electricians through the Board of Electricians and Plumbers under HRS 448E. DPP posts no review target; given the reported backlog, we budget three to five months, an estimate.
A rebuild disturbing an acre or more needs a notice of intent to the Department of Health's Clean Water Branch under the construction general permit in HAR 11-55, Appendix C. Lots near the shoreline can also need a Special Management Area or shoreline review. Our parking lot construction team files the paperwork.
Who licenses the contractors who wire parking gates in Hawaii?
The state's Contractors License Board licenses contractors, and a license is needed for work over $1,500 or any job that needs a building permit; electricians are licensed under HRS 448E. DPP permits and inspects the work.
The system
How do plate-reading gates, AI cameras and online permits run a Honolulu lot?
Cameras read each plate at entry and match it to a permit or payment; unmatched cars receive a notice with photos. No attendant is needed, and Wins runs the same setup in Colorado resort towns.
Visitors in rental cars can pay by phone without learning a local system, and hotel guests' plates can be loaded from the front desk. Exit gates open on plate reads, so a lot clears after a concert without a cashier line.
Salt air and strong sun shorten equipment life, so we specify sealed, corrosion-resistant housings. Cameras also log overstays, accessible-stall misuse and gas cars in charging spaces, with dated photos.
The code
What parking does Honolulu require?
Under Ordinance 20-41, none for most uses in the Primary Urban Center and ʻEwa plan areas, within half a mile of rail stations and in TOD districts; elsewhere commercial uses need 1 space per 500 square feet.
Residential, agricultural and preservation districts keep their own requirements, so an apartment building's stalls can still be tied to its units. A Waikīkī hotel lot or a downtown office lot is usually free to sell spaces on price, but recorded agreements and older permit conditions can add limits, so we read the approvals first.
Honolulu is in our parking minimums database with the other cities we track.
The market
What drives parking demand in Honolulu?
Visitors, government, the military and health care, now reshaped by rail. Skyline's second segment opened October 16, 2025, extending service from East Kapolei to Middle Street with four new stations.
Lots near stations can sell park-and-ride permits as the line grows toward downtown, while Waikīkī, Kakaʻako and Ala Moana keep visitor and shopper demand all year. Pearl Harbor and the military bases add commuter traffic from the west side, and the hospitals and the University of Hawaiʻi at Mānoa add their own peaks.
Daniel K. Inouye International, 5 miles west of the Census point, runs its own parking. We set monthly rates for workers and residents, hourly for visitors and flat rates for events.
The weather
How does Honolulu's climate shape lot upkeep?
NOAA's 1991–2020 normals at Honolulu International keep every month's average low above 50°F, from 66.8°F in January to 75.6°F in August, with about 31.6 days a year at 90°F or hotter and no snow.
Using SealMaster's 50°F floor, our sealcoating and paint season is year-round. Heat and sun, not cold, set the schedule: coatings cure fast on summer afternoons, so we work early and late, and paint fades faster under strong UV.
Winter storms bring most of the rain, and Kona storms can flood low lots, so drains and inlets get checked before November. Salt spray near the water corrodes poles, signs and gate arms, which go on a yearly inspection list.
The next tenants
Is a Honolulu lot ready for EV and robotaxi fleets?
Further along than most: 312 public Level 2 and 64 DC fast ports, per AFDC data pulled Oct 14, 2026, on Hawaiian Electric service. See our Honolulu EV and robotaxi charging page.
Short island trips make EVs practical here, and Hawaiian Electric's commercial EV rates make midday charging cheaper. When we repair a lot, we lay empty conduit toward likely charging rows.
Chargers report to our platform, and cameras keep EV spaces clear.
