Parking Management Company in New Orleans, LA

John Davis, Content Writer at Wins ParkingWritten by , Content WriterUpdated October 2026Reviewed by Ross D. Blankenship, Managing Principal.

Wins Parking manages New Orleans parking lots for 15–25% of gross revenue, or pays a fixed ground lease, with plate-reading gates, AI cameras, online permits and a monthly report. The zoning ordinance exempts the CBD, the Historic Core districts and HU-B1A from parking minimums, and NOAA normals give the city 9 months warm enough for sealcoat and paint.

The job

What does a parking management company do for a New Orleans lot?

It runs the lot every day: Wins Parking prices spaces, collects through plate-reading gates and online permits, issues notices through AI cameras and reports revenue each month, keeping 15–25% of gross.

New Orleans has some of the most valuable surface parking in the South, because the city's oldest neighborhoods were built before cars and have little room for them. A small lot in the CBD or the Warehouse District can serve office workers by day, diners and hotel guests at night and, on a Saints Sunday at the Caesars Superdome or during Mardi Gras, visitors willing to pay several times the normal rate.

We start with a walk-through: stalls, signs, curbs, lighting and especially drainage, since heavy rain is routine here. Surface damage is repaired first by our paving crews, priced against the Louisiana asphalt benchmark, and tight lots get a new layout from our design team. After launch, rates, collections, notices, cleanup and calls are ours.

Owners get one dashboard for every session and citation, and one deposit a month.

The money

What does parking management cost in New Orleans: revenue share or ground lease?

A revenue share generally runs 15–25% of gross revenue. A ground lease gives the owner a fixed rent from Wins every month, no matter how the season goes.

Few cities have a calendar like this one. Mardi Gras, Jazz Fest, Essence Fest, Sugar Bowl, conventions and Saints games each spike demand, and the hot late summer runs slower. An owner who keeps a revenue share captures the peaks; a lease smooths them out.

Worked example (a Wins Parking estimate, not a quote): a 120-space event lot at $10 to $20 a car and 25–40% average occupancy grosses roughly $8,330 to $26,670 a month. The calculation follows our revenue calculator (spaces × daily rate × occupancy × 30 days), scaled by the New Orleans metro's BEA price index of 92.6, −7.4% against the national average. At 15–25%, the fee comes to about $1,250 to $6,670 a month.

On big weekends the limit is how fast cars can get in and out. Prepaid plates and phone payments move a line far faster than a cash attendant.

The paperwork

Which permits does a paid parking lot in New Orleans need?

Zoning review, then building and electrical permits from the Department of Safety and Permits. Louisiana's Licensing Board for Contractors requires a commercial license for jobs over $50,000 and a license for electrical work over $10,000.

Many CBD and French Quarter-area properties also sit in historic districts, where visible changes such as new signs, gates or light poles can need design review. Converting a lot to paid public parking may also count as a change of use. We settle both before ordering equipment. Gate power, cameras, kiosks and lighting each need a permit and inspection. The city posts no review target for these; we plan three to six weeks, our estimate.

For rebuilds, the state's small construction stormwater permit, LAR200000, covers projects disturbing 1 to 5 acres without a Notice of Intent; larger sites file under LAR100000. Our parking lot construction team handles coverage when a lot needs work first.

Does an electrician need a state license for gate power in Louisiana?

For electrical work over $10,000, yes, from the Licensing Board for Contractors. Gate, camera, kiosk and lighting circuits also need a passed city inspection.

The system

How do plate-reading gates, AI cameras, online permits and enforcement run a New Orleans lot?

Cameras read each plate at entry and look for a paid session or permit; a car with neither gets a notice with a photo and timestamp. Wins runs the same system on its own Colorado lots.

During a parade weekend or a game at the Superdome, prepaid plates roll in, and drivers without a reservation pay by phone from the entrance sign. Monthly holders such as CBD office workers or hotel staff park on their plates. Nobody handles cash on a crowded street at night.

Between events, the cameras watch for overstays and for cars in reserved, accessible or EV spaces. Photo evidence settles most disputes, which matters in a city with many first-time visitors.

The code

What does New Orleans's zoning code require for parking?

Minimums by use under CZO Article 22, Table 22-1, with the Historic Core districts, HU-B1A and the CBD exempt. Section 22.5.F lets EV charging ports reduce a requirement by up to 30%.

The EV rule, added by Ordinance 29,528 in July 2023, works in steps: devoting 10% of required spaces to Level 2 ports cuts the requirement by 10%, Level 3 ports earn a 20% cut, and the total reduction is capped at 30%. For owners outside the exempt districts, that can make chargers and extra leasable land part of the same decision.

In exempt districts, lots are not tied to any building's count and can serve anyone. Elsewhere, spaces that satisfy a minimum must stay available. The parking minimums database compares New Orleans with the other cities we track.

The market

What drives parking demand in New Orleans?

About 362,000 residents, per the Census Bureau, plus a visitor economy built on the French Quarter, the Ernest N. Morial Convention Center, major sports venues and festivals such as Jazz Fest.

Weekday demand comes from CBD offices, the courts, hotels and the medical district along Canal and Tulane Avenue, where university and hospital campuses share the blocks. Tulane and Loyola uptown add students and visitors. The cruise terminals on the riverfront bring passengers who park for a week at a time.

Then come the events: Saints and Pelicans games, Sugar Bowl, conventions and a festival calendar that fills most months. Air travelers use Louis Armstrong International, 20 miles west, which keeps airport parking separate. We price by user: monthly for workers, nightly for hotels and flat rates for events and cruises.

The weather

How does New Orleans's climate shape lot upkeep?

NOAA's 1991–2020 normals at the airport give 9 months, Mar–Nov, with average lows of 50°F or more, 0 inches of average snow and 85.2 days at 90°F or hotter.

With 50°F as the sealcoat floor set by SealMaster and others, our sealcoating and paint in New Orleans can run from March through November. Rain, not cold, is what interrupts the schedule, so we book coats for dry stretches and avoid festival weekends.

Water is the main enemy of pavement here. Low ground, frequent downpours and hurricane season from June through November mean drains and catch basins need regular cleaning, and a lot that ponds will break down fast. More than 80 days a year reach 90°F, so fresh asphalt needs time before heavy loads.

For Level 2, partly, with 114 public ports; for fast charging, barely, with 12, per AFDC data pulled Oct 13, 2026. Waymo announced New Orleans service in November 2025. See our New Orleans EV and robotaxi charging page.

Metairie, just over the parish line, lists 39 fast ports to New Orleans's 12. Entergy New Orleans pays $1,000 per qualifying commercial Level 2 port, and the zoning code rewards chargers with lower parking minimums, so the case for charging is stronger here than in most Southeast cities. When we resurface, we lay empty conduit to future charger stalls.

Chargers report to the same platform as our gates, and plate cameras keep gas cars out of charging stalls.

Who else manages parking in New Orleans?

The city runs meters and enforcement on the street, venues and hospitals run their own garages, and private lots are handled by owners, national garage operators or local firms; the table compares 6 nearby cities.

Wins puts assessment, repairs, equipment, operation and reporting in one contract. When comparing operators, ask who staffs a parade weekend, who cleans up after a storm and what each line of the monthly report covers.
