The job

What does a parking management company do for a Dover lot?

It takes over the lot's daily operation: Wins Parking prices spaces, collects through plate-reading gates and online permits, enforces with AI cameras and sends the owner a revenue report each month, for 15–25% of gross.

Dover's parking swings more than most small cities'. On a weekday the demand is state employees near Legislative Hall, patients and staff at the hospital and students on the university campus. On NASCAR weekends, visitors pour in from across the mid-Atlantic, and private lots near the speedway can earn more in three days than in a month of ordinary use, if someone is ready to collect.

We begin with a walk-through: stall count, signs, surface condition and the approvals on file with the city. Failing asphalt or faded paint gets fixed first by our paving crews, budgeted from the Delaware asphalt cost benchmark, and a cramped layout goes to our design team. After launch, Wins handles rates, collections, citations, snow removal and driver calls.

Owners follow every session, permit, citation and invoice on one dashboard.

The money

What does parking management cost in Dover: revenue share or ground lease?

Most owners pay 15–25% of gross revenue on a revenue share. A ground lease replaces the share with a set monthly rent from Wins, which suits owners who would rather not ride out slow weeks between events.

Event lots are where the choice matters most. A revenue share captures the full upside of a sold-out race weekend; a lease gives a flat payment all year whether or not the stands fill. Lots that serve state offices or the hospital have steadier demand, and both models work there. We base any lease offer on the lot's counted use, not a formula.

Worked example (a Wins Parking estimate, not a quote): a 400-space event lot charging $10 to $20 a day at 25–40% average occupancy grosses about $29,250 to $93,600 a month. The formula is our revenue calculator's (spaces × daily rate × occupancy × 30 days), adjusted by the Dover metro's BEA price index of 97.5, −2.5% against the U.S. At 15–25%, the fee comes to roughly $4,390 to $23,400 a month, and race months run well above the average.

For event lots, what counts most is how fast cars get in and pay. Prepaid online passes read by plate cameras move a crowd faster than cash at a gate.

A Wins Parking estimate, not a quote: spaces × daily rate ($6–$10) × occupancy (60–80%) × 30 days, scaled by Dover's BEA cost index of 97.5. Management fee at 15–25% of gross. A site assessment sets the real figures.

The paperwork

Which permits does a paid parking lot in Dover need?

Zoning clearance comes first, then building and electrical permits from Dover Planning and Inspections for gates, kiosks and lighting; every contractor also needs a Delaware business license, with a bond for out-of-state firms.

A lot approved as required parking for one building may need city sign-off before it sells spaces to the public, and temporary event parking on land zoned for something else raises the same question. Equipment such as gate arms, camera poles and pay stations is permitted and inspected separately. Dover publishes no review target, so we schedule three to six weeks for a straightforward application; that is our estimate.

Bigger jobs add state review. Delaware's sediment and stormwater rules require a Notice of Intent under the construction general permit for any project disturbing an acre or more, and plan review in Kent County runs through a delegated agency. Our parking lot construction team handles those filings when a lot needs rebuilding first.

Can a field become a race-weekend lot?

Sometimes. It depends on the zoning of the parcel and any conditions the city sets on temporary use, so we ask Planning and Inspections before selling a single pass.

The system

How do plate-reading gates, AI cameras, online permits and enforcement run a Dover lot?

Cameras capture each plate on entry and match it to a prepaid pass, a session or a permit, 24 hours a day; a car with none gets a notice. Wins runs the same system on its Colorado lots.

Race fans buy a pass online days ahead, and the plate is their ticket, so lines at the entrance stay short. On ordinary weekdays, state workers and students with monthly permits drive straight in. AI cameras note overstays and cars in reserved, accessible or EV spaces.

Each violation is recorded with a photo and timestamp. That evidence settles disputes from out-of-town visitors who have left Dover by the time a notice arrives.

The code

What does Dover's zoning code require for parking?

Minimums by use under the Zoning Ordinance, Art. 6, Sec. 3, except inside the downtown redevelopment target area, where uses carry no use-based minimum.

Downtown, that gives owners room to rent spaces by the month or hour without checking them against a building's required count. Outside it, a lot tied to a use's minimum must keep those spaces available, and a change in who parks there may need city review.

We read the zoning and the approval file before changing a lot's operation. Dover appears beside other Northeast cities in the parking minimums database.

The market

What drives parking demand in Dover?

About 40,600 residents, per the Census Bureau, plus Dover Motor Speedway, Delaware State University, Bayhealth's Kent campus and the state government at Legislative Hall.

Weekday parking follows state offices and the hospital. The university fills lots during the academic year and empties them in summer. Race weekends are the outlier: fans want parking close to the track, often for two or three days. Dover Air Force Base, south of the city, adds contractors and visitors as well.

There is no airline service in Dover; travelers drive 51 miles to Philadelphia International or use Baltimore. That makes airport parking a non-factor locally. We price government and medical lots monthly and event lots by the day, with presale where demand supports it.

The weather

How does Dover's climate shape lot upkeep?

NOAA's 1991–2020 normals at Dover show 5 months, May–Sep, with average lows at or above 50°F, about 13.2 inches of snow a year and 25.1 days of 90°F heat.

Sealcoat makers such as SealMaster set 50°F as the minimum temperature. Dover's season runs May through September, with October lows just below the line. We book sealcoating and new paint around the race calendar, so fresh lines are down and cured before crowds arrive, and leave crack filling for fall.

Heat is the bigger factor here: about 25 days a year reach 90°F, enough to soften new asphalt under parked cars. Winters are mild, with roughly a foot of snow, so the plan stresses salting and drainage on Dover's flat ground more than snow storage.

Dover has 35 public Level 2 and 29 DC fast ports, per AFDC data pulled Oct 13, 2026, and DNREC pays up to 75% of a business's Level 2 costs. Details are on our Dover EV and robotaxi charging page.

Dover's 29 fast ports come close to its 35 Level 2 ports, while Wilmington's split is 22 to 83, a sign that much of Dover's charging serves travelers on Route 1 and U.S. 13 rather than people parked for the day. The city runs its own electric utility, which reviews new load on any lot. When a surface is opened for repair, we lay conduit to the likely charger spots so they can be added later without cutting new pavement.

Charging joins the parking system: plate cameras hold EV stalls for EVs, and drivers pay for parking and power in one session.

Who else manages parking in Dover?

State agencies, the university and the hospital run their own lots, the speedway runs track parking, and other private lots are handled by owners or property managers; the table compares 5 Delaware cities.

Wins brings assessment, repair, equipment, daily operation and reporting under one contract. When comparing operators, ask how they collect on an event weekend, who answers the phone on a Sunday and what the owner sees in each monthly report.

The table places Dover beside its Delaware neighbors by distance, BEA's cost index and public charging.
