EV Charger and Robotaxi Charging Installation in New Orleans, LA

Ross D. Blankenship, Managing Principal of Wins ParkingWritten by , Managing PrincipalUpdated October 2026

Wins Parking designs, permits, installs and runs EV chargers and fleet charging depots for New Orleans lots. The city has 114 public Level 2 ports but only 12 DC fast ports, per the Department of Energy. Entergy New Orleans pays $1,000 per qualifying commercial Level 2 port, and Waymo announced plans to bring its driverless service to the city in November 2025.

The chargers

What EV chargers does Wins install for New Orleans parking lots?

Level 2, which the Department of Energy defines as 2.9 to 19.2 kW and which suits long stays, and DC fast charging up to 500 kW, which can add 100 to 200+ miles in about half an hour.

Hotels are the leading Level 2 market in New Orleans: visitors who drive in from Houston, Atlanta or Dallas park for several nights and want to leave with a full battery. CBD office garages, apartments in the Warehouse District and Mid-City, and staff lots in the medical district fit too. Fast charging fits fleet yards, ride-hail staging, retail on the edges of the city and the stretch near I-10, where the city's network is weakest.

We design, permit, build and operate. Charging appears in the same report as parking.

The depot

What does a robotaxi charging depot in New Orleans need?

Fast charging sized to fleet mileage, an Entergy New Orleans capacity plan, stacking lanes, cleaning bays, pickup zones, gated access and cameras. Waymo announced New Orleans on November 20, 2025, and lists the city on its updates page.

Fox 8 reported that Waymo began testing with human drivers in Orleans and Jefferson parishes in July 2026, and Axios counted about a dozen test vehicles in August. Waymo has not said when public rides will start or where it will charge its fleet, and Wins has no relationship with Waymo or any robotaxi operator.

What that means for a lot owner: a fleet operating here will need depot space with fast chargers, places to clean and inspect vehicles, and room to queue off the street. Sites that flood are poor candidates, so drainage and elevation count. Our autonomous vehicle parking page, the future-proof parking lot guide and the EV and AV deployment guide show how to plan a site that could serve one.

The network

How many public EV charging ports does New Orleans have?

114 Level 2 and 12 DC fast ports at 50 public stations with New Orleans addresses, per Department of Energy data pulled Oct 13, 2026.

Twelve fast ports is a very small number for a city of 362,000 with millions of visitors a year. Metairie lists 39 and Slidell 27, mostly along the interstates outside the city. Inside New Orleans, the gap is fast charging for fleets and ride-hail drivers who can't wait hours.

The federal count changes monthly; our EV charging ports database tracks it.

The power

Which utility serves New Orleans chargers, and what programs does it run?

Entergy New Orleans serves the city. Its commercial program pays $1,000 per Level 2 port ($2,500 in a disadvantaged community) and $2,500 to $12,500 per public or fleet DC fast port, depending on power.

The Level 2 rebate requires at least two ports of 6 kW or more at a public, fleet or multifamily site. Fast-charging rebates are $2,500 for 20–50 kW, $5,000 for 51–149 kW and $12,500 for 150 kW and up, with project caps of $25,000 for Level 2 and $50,000 for fast charging. Entergy also pays $200 per circuit for commercial pre-wiring.

Entergy reviews transformer capacity before any large install. We request that early, since an upgrade can take longer than the work itself.

The code

Which permits and codes apply to EV charging stations in New Orleans?

An electrical permit from the Department of Safety and Permits, state licensing for electrical work over $10,000 through the Licensing Board for Contractors, NEC Article 625 and the U.S. Access Board's accessible charging guidance.

Zoning matters in two ways: historic districts may review visible equipment, and CZO Section 22.5.F lets ports cut required parking by up to 30%. The city posts no review target for electrical permits; we plan three to six weeks, an estimate.

Accessible design comes first: a level route, reachable controls and cord, and room for a ramp. In flood-prone spots we also mount equipment above expected water.

The incentives

Which EV charging incentives are open in Louisiana?

Entergy New Orleans's commercial rebates inside the city, Entergy eTech rebates elsewhere in Entergy territory, and LADOTD's NEVI program for corridor fast charging. The federal 30C credit cannot be claimed for charging property placed in service after June 30, 2026 (IRS, Instructions for Form 8911).

Louisiana's NEVI allocation is about $73.4 million, aimed at fast charging along designated interstates; a site near I-10 could fit a later round. The IRS instructions leave new chargers outside 30C.

On a ten-port Level 2 project in New Orleans, Entergy's rebate could reach $10,000, and the zoning reduction may free land. Those two together make the numbers here better than in most of the region.

The budget

What does an EV charger installation cost in New Orleans, and how long does it take?

Wins Parking estimates ten Level 2 ports at about $37,000 to $83,300 installed in New Orleans and two DC fast ports at about $93,000 to $278,000, before Entergy rebates.

Older buildings with limited electrical rooms, historic-district review and the need to raise equipment above flood levels can all add cost. Trench length and new utility service matter as everywhere.

Timeline, by our estimate: 8–16 weeks for Level 2 on an existing panel, 26–52 weeks for fast charging on new service. Figures scale national per-port costs and AFDC's installation guidance by the metro's BEA index of 92.6. Surface work fits the 9-month warm season, scheduled around rain.

A Wins Parking estimate, not a quote: Level 2 at $4,000–$9,000 installed per port (U.S. average), scaled by New Orleans's BEA cost index of 92.6. Trenching distance, panel and transformer upgrades and utility lead time move it most. The federal 30C credit cannot be claimed for chargers placed in service after June 30, 2026.

The day to day

How are New Orleans chargers run day to day?

With the parking: Wins sets session prices, adds idle fees, watches each port around the clock, keeps EV stalls clear with plate cameras and bills charging and parking together.

At a hotel garage, idle fees during the day free ports for arriving guests, and overnight charging is billed with the parking. When a unit faults, the alert reaches us, and a technician resets or repairs it. The owner's monthly report covers parking and charging income, energy delivered, uptime and citations.

That is our EV charging parking management service, and it combines with parking management in New Orleans.

The neighbors

How does New Orleans compare with nearby cities for EV charging?

New Orleans leads its metro in Level 2 ports, 114, but Metairie's 39 and Slidell's 27 fast ports outnumber its 12; Baton Rouge, about 76 miles west, has 51, per AFDC data pulled Oct 13, 2026.

Utility rules change at the parish line. Entergy New Orleans's richer commercial rebate applies only inside the city; suburban sites fall under other providers and programs, so we confirm the utility before quoting incentives.
