The job

What does a parking management company do for a Baton Rouge lot?

It operates the lot for the owner: Wins Parking sets prices, collects through plate-reading gates and online permits, enforces with AI cameras and reports revenue every month, for 15–25% of gross.

Baton Rouge is the state capital, a university town and an industrial city at once. Downtown lots serve state agencies around the State Capitol, where the Legislature meets, the courts and the law firms nearby. South of downtown, LSU fills its own parking and much of the surrounding neighborhood, especially on football Saturdays at Tiger Stadium. North along the river, refineries and chemical plants employ large workforces, and turnaround seasons bring thousands of contract workers who need somewhere to park.

We begin with an audit: stalls, signs, surface, drainage and approvals. Any damage is fixed first by our paving crews, priced against the Louisiana asphalt benchmark, and a poor layout goes to our design team. Then we run it: rates, permits, notices, cleanup and calls.

Owners see every session and citation on one dashboard and receive one monthly deposit.

The money

What does parking management cost in Baton Rouge: revenue share or ground lease?

Expect a revenue share of 15–25% of gross revenue, or a ground lease where Wins pays a set monthly rent and keeps whatever the lot earns above it.

Downtown lots serving state workers have steady weekday income, which suits either model. Lots near LSU earn heavily on a few fall weekends, so owners there usually prefer a revenue share. A plant-contractor lot can swing between nearly empty and full during a turnaround, which also favors sharing.

Worked example (a Wins Parking estimate, not a quote): a 220-space downtown office lot at $6 to $10 a day and 60–80% occupancy grosses roughly $21,570 to $47,940 a month. The formula comes from our revenue calculator (spaces × daily rate × occupancy × 30 days), scaled by the Baton Rouge metro's BEA price index, 90.8, −9.2% against the national figure. The 15–25% fee comes to about $3,240 to $11,990 a month.

During legislative sessions, downtown demand rises. Short-term rates for those months can lift income without raising prices for year-round monthly holders.

The paperwork

Which permits does a paid parking lot in Baton Rouge need?

Zoning confirmation, then building and electrical permits from the City-Parish Permits and Inspections Division. Louisiana's Licensing Board for Contractors requires a commercial license over $50,000 and a license for electrical work over $10,000.

Baton Rouge and East Baton Rouge Parish share a consolidated government, so city and parish lots use the same permit office. Turning a private lot into paid public parking may change its use under the UDC, which we confirm with planning staff first. Gates, camera poles, kiosks and lights each need a permit and inspection. The division posts no review target; we plan three to six weeks, an estimate.

Rebuilds disturbing 1 to 5 acres are covered by the state's small construction stormwater permit, LAR200000, without a Notice of Intent, while 5 acres or more falls under LAR100000. Our parking lot construction team handles that when a lot needs work first.

When does an electrician need a Louisiana state license?

For electrical work over $10,000, through the Licensing Board for Contractors. Gate power, cameras, kiosks and lights also need a passed inspection.

The system

How do plate-reading gates, AI cameras, online permits and enforcement run a Baton Rouge lot?

At the entrance, each plate is read and checked for a paid session or permit; cars without one get a notice with a photo and timestamp. Wins runs the same system on its own Colorado lots.

On a game day near LSU, fans who bought spaces online drive straight in, and others pay by phone from the sign. Downtown, state workers and tenants register plates for monthly permits. For plant contractors, an employer can buy a block of plates for a turnaround and drop them when the job ends.

The cameras also flag overstays and cars in accessible or EV spaces. Every notice comes with a dated photo.

The code

What does Baton Rouge's zoning code require for parking?

Minimums by use and by character area (Rural/Suburban, Urban/Walkable and Downtown) under UDC Sec. 17.4.1, Table 17.A, with none in the C-5 district. Spaces above 125% of the requirement must be pervious.

The character-area approach means the same use needs fewer spaces downtown than in the suburbs. Lots in the C-5 district carry no requirement and can be sold to anyone. Outside it, spaces that meet a building's count must stay available to it.

The pervious-surface rule matters for expansions: adding parking well beyond the requirement means using pervious materials, which changes the cost. We check the UDC and the site's approvals before any change. The parking minimums database compares Baton Rouge with other cities.

The market

What drives parking demand in Baton Rouge?

About 223,000 residents, per the Census Bureau, plus state government, LSU and Southern University, regional hospitals and the petrochemical plants along the Mississippi River.

Weekdays are about government, health care and industry. State agencies fill downtown, medical centers on the south side draw staff and patients all day, and the plants north of downtown run around the clock. LSU and Southern add students, faculty and visitors.

Weekends in fall belong to LSU football, when Tiger Stadium crowds overflow far into nearby neighborhoods. Travelers use Baton Rouge Metropolitan Airport, 6 miles north, or drive to New Orleans. We price by user: monthly for workers, block permits for contractors and flat rates for events.

The weather

How does Baton Rouge's climate shape lot upkeep?

NOAA's 1991–2020 normals at Ryan Airport give 8 months, Mar–Oct, with average lows of 50°F or more, about 0.2 inches of snow a year and 96.4 days at 90°F or hotter.

SealMaster and other makers put the sealcoat floor at 50°F, so our sealcoating and paint in Baton Rouge run from March through October. November's average low falls just under the line.

Heat is the defining condition: nearly 100 days a year reach 90°F, more than any other city in this group. Fresh asphalt stays soft through long afternoons, so patches need extra time before heavy traffic. Heavy rain and the occasional tropical storm make drain cleaning essential. Snow barely registers.

Ahead of New Orleans on fast charging: 108 public Level 2 and 51 DC fast ports, per AFDC data pulled Oct 13, 2026. Entergy Louisiana customers can claim eTech rebates. See our Baton Rouge EV and robotaxi charging page.

Baton Rouge has more than four times as many fast ports as New Orleans. When we resurface a lot, we lay empty conduit to likely charger stalls, so ports can go in later without trenching.

Chargers report to the same platform as the gates, and plate cameras keep gas cars out of EV stalls.
