The chargers
What EV chargers does Wins install for Tulsa properties?
Level 2 between 2.9 and 19.2 kW, as the Department of Energy defines it, for long stays, and DC fast charging up to 500 kW, adding 100 to 200+ miles in about 30 minutes.
Office towers, Brookside and midtown apartments, university housing and hotels near the BOK Center are Level 2 sites. Fast charging fits retail along 71st Street, travel stops on I-44 and the Turner and Will Rogers turnpikes, and fleets near the airport.
We design, permit, build and operate, and charging income appears in the same report as parking.
The depot
What would a Tulsa robotaxi charging depot need?
Fast chargers sized to fleet miles, a PSO capacity plan, a queue off the street, covered cleaning bays, a rider curb, gated entry and cameras. As of Oct 14, 2026, no operator had announced Tulsa.
The nearest service we can cite is Tesla's Robotaxi in Dallas, about 236 miles south, which USA Today reported in April 2026. That is regional context only, and Wins has no robotaxi work in Oklahoma.
A rebuild can plan ahead with transformer space, a stacking lane, a cleaning bay and a separate rider curb. Our autonomous vehicle parking, future-proof design and EV and AV deployment guides lay out the steps.
The network
How many public EV chargers does Tulsa have?
136 Level 2 and 139 DC fast ports at 59 public stations with Tulsa addresses, per Department of Energy data pulled Oct 14, 2026.
Fast and Level 2 counts are nearly even, and Broken Arrow adds 39 fast ports of its own. Sand Springs lists 20 fast ports and no Level 2, a sign of highway-oriented sites.
Tulsa's row in our EV charging ports database updates monthly from the same source.
The power
Which utility serves Tulsa chargers, and what does it offer?
Public Service Company of Oklahoma (PSO) serves Tulsa. It partners with EverCharge for end-to-end charging at workplaces, fleets and multifamily buildings, offers a business public charging rate and a reduced fleet rate, and provides fleet analysis.
We compare PSO's turnkey option with our own design-build and operations so the owner can choose. Either way, we model charging income against the applicable PSO rate.
PSO reviews whether service can carry the load and designs any upgrade, which we request at the start.
The code
Which permits and codes apply to EV charging in Tulsa?
An electrical permit from the Permit Center, a contractor licensed by the Construction Industries Board, wiring to NEC Article 625 and an accessible space following the U.S. Access Board's guidance.
In the CBD, stalls can become charging spaces with no minimum to meet; elsewhere we check §55.020 and the reductions in §55.050. A transformer pad may require plan review. Tulsa lists no review target, so we budget three to six weeks, an estimate.
The accessible space goes on the plan first, with level ground, an access aisle and controls within reach.
The incentives
What EV charging incentives can Tulsa owners use?
PSO's business rates and EverCharge offer, plus Oklahoma's EVOK program, which has more than $66 million in NEVI funds and sought round-two proposals by August 25, 2026. The 30C federal credit no longer covers chargers placed in service after June 30, 2026 (IRS, Instructions for Form 8911).
EVOK funds corridor fast charging, so a site on I-44 or a turnpike could compete in a future round. Offices and apartments rely on PSO's programs instead. The IRS instructions state the 30C end date.
Most Tulsa owners decide based on tenant demand and the utility rate.
The budget
What does EV charger installation cost in Tulsa, and how long does it take?
By our estimate, eight Level 2 ports cost about $28,500 to $64,200 installed in Tulsa and two DC fast ports about $89,000 to $268,000.
Tulsa's costs run below the U.S. average, which shows in labor and materials. Fast charging usually needs new PSO service and a transformer.
Level 2 on an existing panel takes 8–16 weeks and fast charging on new service 26–52 weeks, by our estimate. Ranges come from national per-port costs and AFDC's cost guidance, scaled by Tulsa's BEA index of 89.2.

A Wins Parking estimate, not a quote: Level 2 at $4,000–$9,000 installed per port (U.S. average), scaled by Tulsa's BEA cost index of 89.2. Trenching distance, panel and transformer upgrades and utility lead time move it most. The federal 30C credit cannot be claimed for chargers placed in service after June 30, 2026.
The day to day
How are Tulsa chargers run day to day?
From our parking platform: Wins sets prices, adds idle fees after a grace period, monitors ports around the clock, cites gas cars in EV stalls and reports charging with parking.
For fleets on PSO's reduced fleet rate, we schedule charging to off-peak hours and show energy use by vehicle. Faults reach our operations desk for a remote reset or a technician. Reports cover energy, uptime, revenue and citations.

FAQ
Tulsa EV and robotaxi charging: frequently asked questions
Wins Parking does. We design, permit, install and run Level 2 chargers for Tulsa apartment owners, compare PSO's EverCharge option and bill residents through the parking system. Our estimate for a Level 2 port is $4,000–$9,000 installed at U.S. average prices.
Wins Parking plans depot-ready lots with fast charging, an off-street queue, covered cleaning bays, a pickup curb and gated access. No robotaxi operator had announced Tulsa as of October 2026, and Wins has no robotaxi client in Oklahoma.
136 Level 2 and 139 DC fast ports at 59 public stations, per Department of Energy data pulled Oct 14, 2026.
PSO partners with EverCharge for turnkey charging at workplaces, fleets and apartments, and offers a business public charging rate, a reduced fleet rate and fleet analysis.
Possibly, if it sits on a designated corridor such as I-44. EVOK has more than $66 million in NEVI funds, and its second round took proposals through August 25, 2026.
Not for new chargers. The IRS Instructions for Form 8911 exclude charging property placed in service after June 30, 2026.
An electrical permit from the Development Services Permit Center, a CIB-licensed contractor, NEC Article 625 wiring and an accessible space following U.S. Access Board guidance.
About 8–16 weeks for Level 2 on existing service and 26–52 weeks for fast charging that needs new PSO service, by our estimate.
