The job
What does a parking management company handle for a Wichita lot?
Everything after the deed: Wins Parking sets prices, collects through plate-reading gates and online permits, enforces with AI cameras and reports income every month, for 15–25% of gross.
Wichita calls itself the Air Capital, and parking here follows the aircraft plants. Large employee lots on the south and east sides fill by shift, and the companies that supply them run their own yards nearby. Downtown has a different rhythm: offices and courts by day, then Old Town's restaurants, concerts at INTRUST Bank Arena and Wind Surge baseball at Riverfront Stadium by night. Each June the Riverfest fills the riverbanks and every lot within walking distance.
The first step is a site review: stall count, signs, curbs, lights, drainage and the approved plan. Failed surfaces go to our paving crews, priced against the Kansas asphalt benchmark, and a layout that strands stalls goes to our design team. After launch, rates, collections, notices, sweeping and calls are ours.
The owner sees every session and citation on one dashboard and receives one payment each month.
The money
What does parking management cost in Wichita: revenue share or ground lease?
Expect a revenue share of 15–25% of gross. If an owner wants a fixed check instead, a ground lease has Wins pay set rent and take on the risk.
Employer lots near the plants often prefer a lease, because demand follows production schedules the owner can't predict. Downtown and Old Town lots, which earn from both commuters and night crowds, usually do better on a share.
Worked example (a Wins Parking estimate, not a quote): a 260-space office and plant-adjacent lot at $6 to $10 a day and 60–80% occupancy grosses about $24,960 to $55,470 a month. The math follows our revenue calculator (spaces × daily rate × occupancy × 30 days), adjusted by the Wichita metro's BEA price index of 88.9, −11.1% versus the U.S. average. At 15–25%, the fee is near $3,740 to $13,870 a month.
Prices in Wichita run below most of the country, so the same lot grosses less than it would in Kansas City; volume and long hours make up much of the gap.

The paperwork
Which permits does a paid parking lot in Wichita need?
A zoning review, then building and electrical permits from the Metropolitan Area Building and Construction Department (MABCD), which serves both Wichita and Sedgwick County. Kansas has no statewide electrician license; MABCD licenses the trades locally.
Because one department serves the city and the county, a lot just outside the city limits goes through the same counter as one downtown. Opening a private lot to the paying public can change its approved use, which we confirm before we buy equipment. Gates, camera poles, kiosks and lights each need a permit and an inspection. MABCD posts no review target for these; we plan three to six weeks, an estimate.
Rebuilds disturbing an acre or more need KDHE's construction stormwater general permit, which runs from August 1, 2022 to July 31, 2027. Our parking lot construction team files when a lot needs work first.
Who licenses electricians for gate power in Wichita?
Kansas leaves trade licensing to local government under K.S.A. 12-1525, so the electrician needs the license MABCD recognizes, plus a permit and inspection for each circuit.
The system
How do plate-reading gates, AI cameras, online permits and enforcement run a Wichita lot?
The entrance camera reads every plate and matches it to a paid session or permit; cars without either get a notice carrying a photo and time. Wins runs this system on its own Colorado lots.
Shift workers register a plate once and come and go at any hour. On a concert night, prepaid fans drive in without stopping and walk-ups pay from a phone, so no attendant has to stand in July heat or January wind.
The cameras also track overstays and cars in reserved, accessible or charging stalls. Every notice comes with dated photos, which settles most disputes.
The code
What does Wichita's zoning code require for parking?
Minimums by use under Article IV of the Unified Zoning Code, with the Central Business District exempt.
Downtown, a lot's spaces aren't tied to a building's count and can be sold to the public. Outside the CBD, stalls that satisfy a minimum must stay with the use they serve, and the same code applies in unincorporated Sedgwick County. We check the plan and any shared-parking agreement before selling outside permits.
The parking minimums database lists Wichita beside the other cities we track.
The market
What drives parking demand in Wichita?
About 401,000 residents, the largest city in Kansas per the Census Bureau, plus aircraft manufacturing, two large hospital systems, Wichita State University and McConnell Air Force Base on the southeast edge.
Aviation employers and their suppliers set the weekday pattern, with traffic peaking at shift changes rather than nine and five. Wichita State's Innovation Campus, home to aviation research and corporate tenants, adds a growing office market northeast of downtown.
Event demand centers on downtown's arena and ballpark and the Old Town district. Eisenhower National Airport, 6 miles west, runs its own parking. We set monthly rates for workers, hourly rates for visitors and flat rates for events.
The weather
How does Wichita's climate shape lot upkeep?
NOAA's 1991–2020 normals at Eisenhower National give 5 months, May–Sep, with average lows at or above 50°F, about 12.7 inches of snow and 64.9 days at 90°F or above.
With SealMaster's 50°F floor, our sealcoating and paint season runs May through September. Summer is hot enough that fresh coats can scuff under turning tires, so we work early in the day and keep traffic off until they set.
Winters are lighter than in Iowa or Nebraska, about a foot of snow, but ice storms and hard freezes still crack pavement. Kansas wind also drives debris and dust into drains, so inlet cleaning goes on the schedule twice a year.
The next tenants
Is a Wichita lot ready for EV and robotaxi fleets?
Partly: 67 public Level 2 and 41 DC fast ports, per AFDC data pulled Oct 14, 2026, and Evergy pays business charger rebates in Kansas. See our Wichita EV and robotaxi charging page.
For the state's largest city, public charging is thin. When we resurface, we lay empty conduit to the stalls most likely to get chargers, so adding ports later doesn't mean a new dig.
Chargers report to our parking platform, and plate cameras keep gas cars out of charging stalls.

Who else manages parking in Wichita?
The city manages its downtown garages and meters, hospitals and Wichita State run their own lots, and private parking goes to owners, property managers or regional operators; the table compares 5 other Kansas cities.
Wins covers assessment, repairs, equipment, operation and reporting in one agreement. When comparing operators, ask who handles a gate failure at a 3 a.m. shift change, how event pricing is set and what each line of the report covers.
The table puts Wichita beside Hutchinson, Salina, Emporia, Manhattan and Topeka on distance, BEA's cost index and public charging.

FAQ
Wichita parking management: frequently asked questions
The city runs downtown garages and meters, hospitals and Wichita State run their own parking, and private lots are managed by owners, property managers or regional operators. Wins Parking, an employee-owned company based in Edwards, Colorado, also manages Wichita lots with plate-reading gates, AI cameras and online permits.
Wins Parking can. We assess the lot, arrange repairs and layout, install plate-reading gates and AI cameras, sell monthly and event parking online, enforce and report each month, for 15–25% of gross revenue or a ground lease. Call (970) 279-1744 or use the form on this page.
Usually 15–25% of gross revenue. For a 260-space office lot, our estimate is $24,960 to $55,470 a month in gross revenue, so the fee would be about $3,740 to $13,870.
Outside the Central Business District, yes, by use under Article IV of the Wichita–Sedgwick County Unified Zoning Code. The CBD is exempt.
The Metropolitan Area Building and Construction Department (MABCD), which serves Wichita and Sedgwick County, issues building and electrical permits for gates, kiosks, camera poles and lighting.
Yes. We sell event spaces online ahead of time, read plates at the entrance and take phone payments from drive-ups, so a lot can fill without cash or booth staff.
From May–Sep, when NOAA normals at Eisenhower National show average lows at or above 50°F, the minimum sealcoat makers set.
At an acre or more of disturbance, yes: coverage under KDHE's construction stormwater general permit, which runs from August 1, 2022 to July 31, 2027.
