The work
What does Wins Parking manage and build in Nevada?
Both halves of a lot's life, running it and building it, signed as a single contract. Nevada has one metro with management and charging pages so far: Las Vegas.
Las Vegas is a parking market unlike any other: the Strip's resort garages, Allegiant Stadium and T-Mobile Arena, the Sphere, the convention center and Harry Reid International, plus Henderson and Summerlin. Reno adds casinos, the university and the industrial parks east of town, Carson City the capital, and Elko the mining economy.
For operations: license plate recognition at the gate, cameras, online monthly permits, enforcement and a monthly report, on a 15–25% revenue share or a ground lease, as the Las Vegas page sets out. For the lot itself: layout, asphalt, sealcoat and paint, budgeted first from the Nevada asphalt figures.
The Census Bureau counts 3,282,188 Nevada residents in its July 2025 estimate. Reno averages 20.9 inches of snow a year and Elko 41.2, while Las Vegas sees almost none.
The operation
What do Las Vegas require for parking, and how does that change a lot's income?
Las Vegas sets parking minimums use by use in Title 19.12 of its Unified Development Code, and Clark County, which governs the Strip, writes its own. Reno, Henderson and the other cities each publish their own tables.
Las Vegas: Parking minimums are set use by use in the Unified Development Code (Las Vegas UDC Title 19.12).
Many resorts began charging for parking in recent years, which pushed visitors and workers to look for alternatives nearby. Off-Strip lots with the right approval can sell event and monthly parking.
Events set the peaks: Raiders and Golden Knights games, conventions such as CES, fights, concerts at the Sphere and Formula 1 weekends. Plate reads show the real pattern, and rates follow it.
Owners get a monthly report on revenue, citations, repairs and complaints. In Nevada it also covers equipment heat checks before summer and dust control on unpaved edges.
The specs
Whose pavement specifications apply in Nevada, and do they bind a private lot?
The Nevada Department of Transportation (NDOT) publishes them as the Standard Specifications for Road and Bridge Construction. A private lot isn't required to follow them, but asphalt plants and testing labs across Nevada already work to its mixes.
Writing the Nevada Department of Transportation sections for base course, asphalt mix and compaction into a private bid gets a mix the plant already makes and a lab that already tests it, so bids line up.
Southern Nevada sits on caliche and desert soils that can collapse when wet, and the north on alluvial fans and basin silts. Extreme heat in Las Vegas softens asphalt, so binder choice and mix stiffness matter. A soil report sets the base design.
A new drive onto a state route needs a Nevada Department of Transportation access permit; drives onto city or county streets go through the local public works office.
The licenses
Which licenses does commercial site work in Nevada need?
The Nevada State Contractors Board licenses contractors statewide and sets a monetary limit on each license, the largest contract value a firm may take on, along with a bond of $1,000 to $500,000.
Paving, grading and electrical work fall under separate NSCB classifications, so a lot with lights, gates and chargers usually involves more than one licensed firm. We couldn't confirm a dollar threshold for when a license starts to apply from the board's pages, so this page doesn't state one.
Permits come from the city or county: City of Las Vegas Building and Safety for Las Vegas, and the county building office outside city limits.
For Las Vegas, the published plan review target is 3 weeks.
Wins Parking holds no Nevada contractor license, and this page doesn't say otherwise; every proposal names the licensed trades on the job.
The permits
Which stormwater permit covers a Nevada parking lot, and when does it expire?
The Nevada Division of Environmental Protection's construction stormwater general permit, NVR100000, covers construction disturbing 1 acre or more.
Coverage means a notice of intent, a written stormwater pollution prevention plan, controls kept in working order, inspection records, and a notice of termination when vegetation or pavement has stabilized the ground.
Rain is rare but flash floods are real. The Clark County Regional Flood Control District has built a network of detention basins and channels across the Las Vegas Valley, and new sites must show how runoff reaches them. Clark County also requires dust control permits for construction.
After opening, the owner keeps up the permanent controls. Inlets, swales and detention go on the yearly management calendar.
Does a small lot need coverage?
Usually not under NVR100000 unless the lot is part of a larger plan, but Clark County and Washoe County dust and drainage rules still apply.
When is the permit up for renewal?
NDEP has administratively continued the 2015 permit while it drafts a renewal, so its terms stay in force until a new permit is issued; we check NDEP's page before filing.
Nevada's Governor's Office of Energy set out its charging strategy, including the Electric Vehicle Infrastructure Demonstration program, to place chargers along the state's highways.
NV Energy serves Las Vegas: Partial: Fleet Managed Charging incentive for fleet chargers.
AFDC lists 1,556 public Level 2 and 1,277 DC fast ports at 632 public stations with Nevada addresses, pulled Oct 13, 2026 from the AFDC station data, so 45% of public ports in the state are fast chargers. At city addresses, Las Vegas 1005 Level 2 and 558 DC fast.
Las Vegas fast chargers cluster along I-15 and at resorts, and Reno's along I-80. Level 2 at apartments and offices is the gap, and robotaxi and delivery fleets need depots with large power service. Heat derates chargers in full sun, so shade is part of the design.
Robotaxi status as of Oct 13, 2026: Las Vegas, waymo and Zoox serve riders (Waymo's city list).
30C is no longer an option for a new charger, since the IRS Instructions for Form 8911 exclude property placed in service after June 30, 2026. See the Las Vegas EV page for site-level numbers.
The budget
What pushes a Nevada parking lot budget up or down?
BEA's 2024 regional price parities put Las Vegas 100.2, against a national 100.
Nevada prices run close to the national level. Heat shortens sealcoat life, caliche adds excavation cost, and dust control and flood control requirements add civil cost. Union labor is common on large Las Vegas projects.
Our Nevada asphalt benchmark runs $3.24–$7.56 per sq ft for a new lot; that is a Wins estimate, not a bid, and the concrete and gravel pages cover the alternatives.
The weather
When can a Nevada lot be sealcoated and striped, by part of the state?
NOAA's 1991–2020 normals give Mojave (Las Vegas) Mar–Oct with average lows at or above 50°F, the floor sealcoat makers set, and Great Basin (Elko) Jul.
At Las Vegas Harry Reid (McCarran) Airport, NV (Mojave (Las Vegas)) the 50°F months are Mar–Oct; normals show 0.2 inches of snow a year and 137.1 days of 90°F heat. At Reno-Tahoe International Airport (Truckee Meadows (Reno)) the 50°F months are Jun–Sep; normals show 20.9 inches of snow a year and 65.1 days of 90°F heat. Great Basin (Elko): Elko Regional Airport averages lows of 50°F or more in Jul, with 41.2 inches of snow a year and 47.7 days at 90°F or above.
The shoulder months set the margin. In October, average lows of 59.6°F at Las Vegas Harry Reid (McCarran) Airport, NV, 39.7°F at Reno-Tahoe International Airport and 29.4°F at Elko Regional Airport; in April, 56.9°F, 38.5°F and 31.5°F in the same order.
Every contract carries a rain date, and summer sealcoat starts early in the day so it doesn't skin over in the heat.
| Part of the state | NOAA station | Work season (lows ≥ 50°F) | Snow a year | Days 90°F+ |
|---|---|---|---|---|
| Mojave (Las Vegas) | Las Vegas Harry Reid (McCarran) Airport, NV (USW00023169) | Mar–Oct (8 months) | 0.2 | 137.1 |
| Truckee Meadows (Reno) | Reno-Tahoe International Airport (USW00023185) | Jun–Sep (4 months) | 20.9 | 65.1 |
| Great Basin (Elko) | Elko Regional Airport (USW00024121) | Jul (1 month) | 41.2 | 47.7 |
The reach
Which 150-mile airport circles reach Nevada?
One circle of 150 miles reaches the Nevada towns we checked, one of them centered on an airport inside the state.
LAS reaches Las Vegas (6 mi), Henderson (10 mi), Pahrump (47 mi), Laughlin (71 mi), Mesquite (78 mi). Miles are straight-line distances from the airport to the town center.
Reno (191 miles from SFO), Carson City (177 miles from SFO), Elko (190 miles from BOI), Ely (187 miles from SLC) and Winnemucca (195 miles from BOI) sit outside every circle. We still take projects there, because Wins Parking works in all 50 states.
A circle is how we plan travel to a site; it doesn't mean an office or a lot. Wins operates no Nevada airport parking.

The order
In what order do Nevada approvals come, from zoning to power-on?
Zoning and site plan first, then drainage review and NDEP, Stormwater General Permit for Construction Sites coverage for an acre or more, then building and electrical permits, and utility service last.
Las Vegas permits come through Building and Safety, and Clark County reviews the Strip and unincorporated valley. Henderson, North Las Vegas and Reno run their own reviews.
Dust control and drainage come early: Clark County's dust control permit is needed before grading, and the drainage study must tie into regional flood control facilities.
Utility territory matters: NV Energy serves most of the state. The load list for lights, gates and chargers goes in with the site plan.
Summer heat sets the work hours in Las Vegas: paving and sealcoat start before dawn. Northern Nevada's season is shorter, with paving from spring into fall.
Every powered item, from pole lights to chargers, goes through a licensed electrician, a local electrical permit and inspections at rough-in and final.
A lot that only needs management takes a site visit, a few weeks of plate reads, a rate plan, then gates, cameras and signs, with electrical permits only where new equipment draws power.
