The work

What does Wins Parking manage and build in Utah?

Day-to-day lot operations and the design and construction of the lot, under one agreement. Utah has one metro with management and charging pages so far: Salt Lake City.

Salt Lake City holds most of Utah's paid parking: downtown, the Delta Center, the University of Utah and its hospitals, Temple Square and the airport. Provo and Orem add two large universities, Lehi and the Silicon Slopes office parks sit between them, and Ogden has a downtown and Weber State. Park City's ski resorts and St. George's growth add their own peaks.

Management means gates that read plates, cameras, permits sold online and enforcement, with our fee set at 15–25% of gross revenue or a ground lease (the Salt Lake City page works the numbers). Construction means design, paving, sealcoat and line striping; the Utah asphalt cost page gives a starting figure.

QuickFacts from the Census Bureau show 3,538,904 people in Utah as of July 2025. St. George averages 1.2 inches of snow a year, against much more along the Wasatch Front and in the mountains.

The operation

How do Salt Lake City set parking rules, and why does it matter to an owner?

Salt Lake City sets parking in Chapter 21A.44 of its code, with reduced requirements in downtown and transit station areas. Provo, Ogden, St. George and the other cities write their own tables.

In Salt Lake City the rule is table 21A.44.040-A sets a minimum and a maximum for each use (updated Oct. 2022), per Salt Lake City Code 21A.44.040.

Many Wasatch Front lots were built to suburban minimums, so they hold more spaces than tenants use outside peak hours. Where an approval allows it, those spaces can be sold as monthly permits or event parking.

Events set the peaks: Jazz, Utah Mammoth and Real Salt Lake games, Utes and Cougars football, conference weeks at the Salt Palace and ski weekends. Plate reads show the real pattern, and rates follow it.

Owners get a monthly report on revenue, citations, repairs and complaints. In Utah it also covers snow removal and storage, and a spring sweep to clear winter grit.

The specs

Which Utah office sets pavement specs, and should a private lot use them?

In practice, the Utah Department of Transportation (UDOT) does, through its Standard Specifications for Road and Bridge Construction. They govern state work, not private lots, yet most Utah plants and labs run its mixes every day.

We reference the state book for base, mix and density so the plant, the paving crew and the lab are all working from one set of numbers.

The Wasatch Front sits on old lake sediments from Lake Bonneville, with clays, silts and sands that can be soft or prone to settling. The Wasatch Fault runs along the mountain edge, and seismic design applies to poles and canopies. A soil report sets the base section.

Access is split the same way: the state permits a curb cut on its highways, and the city or county permits one on local streets.

The licenses

Who licenses contractors for a Utah parking lot, and above what amount?

The Utah Division of Professional Licensing licenses contractors statewide by classification, including general engineering, asphalt and electrical work.

A lot with grading, paving, lights, gates and chargers usually involves more than one license classification, and electrical work needs a licensed electrical contractor. Cities and counties issue the permits and check the license. We couldn't confirm a dollar threshold from DOPL's own pages, so this page doesn't state one.

Building and electrical permits are local. Salt Lake City Building Services issues them inside city limits, and county offices cover unincorporated land.

Salt Lake City Building Services publishes a review target of 30 days for commercial plans.

This page claims no Utah license for Wins Parking. Each proposal lists the licenses the work needs and who holds them.

The permits

What construction stormwater coverage does a Utah lot need, and for how long is the permit good?

The Utah Department of Environmental Quality's UPDES construction general permit, UTRC00000, covers construction disturbing 1 acre or more. The current permit took effect July 1, 2024.

In practice that is a notice of intent before grading, a pollution prevention plan, silt fence and inlet protection that get inspected and fixed, and a termination notice when the site is stable.

Utah is dry, but spring snowmelt and summer thunderstorms bring sharp runoff. Salt Lake County and its cities require detention and treatment on new lots, and many sites infiltrate runoff where soils allow. Water conservation limits irrigated landscaping.

Once the lot is open, its permanent drainage features belong to the owner, so we put inlet cleaning and detention checks on the annual schedule.

What about lots under an acre?

Usually not under UTRC00000 unless the lot is part of a larger plan, but Salt Lake County and city stormwater ordinances still apply.

How long does the current permit run?

DEQ noticed a draft renewal on June 8, 2026. Until a new permit is final, the July 1, 2024 permit governs, and we confirm the version in force on DEQ's page before filing.

UDOT announced grants for new fast-charging stations under the federal NEVI program to fill gaps along Utah's corridors.

Rocky Mountain Power, which serves most of Utah, publishes EV programs and charging incentives for businesses. In Salt Lake City the utility is Rocky Mountain Power, and its program status reads: Yes: Utah business charger rebates for workplace, community and multifamily sites.

AFDC shows 2,164 public Level 2 and 1,040 DC fast ports at 1,011 public stations with Utah addresses, pulled Oct 13, 2026 from the AFDC station data, so 32% of public ports in the state are fast chargers. At city addresses, Salt Lake City 522 Level 2 and 109 DC fast.

Utah's fast chargers sit along I-15, I-80 and I-70, and UDOT's grants are filling corridor gaps. Level 2 at apartments, offices and hotels is the near-term need on the Wasatch Front, and winter cold raises demand for overnight charging.

On robotaxis, as of Oct 13, 2026: Salt Lake City, no operator has announced service; the nearest is Waymo in Las Vegas, about 362 miles away (Waymo's city list).

The federal 30C credit is closed to new chargers: the IRS Instructions for Form 8911 say property placed in service after June 30, 2026 doesn't qualify. The Salt Lake City EV page prices a site on the local utility.

The budget

What drives the cost of a parking lot project in Utah?

Price levels set the base: BEA's 2024 parities give Salt Lake City 100.9, against a national 100.

Utah prices run near the national level, with rapid growth keeping crews busy. Snow storage, seismic design and soft lakebed soils add civil cost, and St. George's heat shortens sealcoat life.

Our Utah asphalt benchmark runs $3.12–$7.28 per sq ft for a new lot; that is a Wins estimate, not a bid, and the concrete and gravel pages cover the alternatives.

The weather

How does Utah's climate set the season for sealcoat, paint and paving?

NOAA's 1991–2020 normals give Wasatch Front (Salt Lake City) May–Sep with average lows at or above 50°F, the floor sealcoat makers set, and Wasatch Front (Salt Lake City) May–Sep.

At Salt Lake City International Airport, UT (Wasatch Front (Salt Lake City)) the 50°F months are May–Sep; normals show 51.9 inches of snow a year and 62.2 days of 90°F heat. Dixie (St. George): St. George averages lows of 50°F or more in May–Sep, with 1.2 inches of snow a year and 127.9 days at 90°F or above.

October decides how late the season runs: average lows of 43.6°F at Salt Lake City International Airport, UT and 47.3°F at St. George; in April, 41.8°F and 45.7°F in the same order.

Crews plan around the weather that each region actually gets, and each contract names a backup date.

The reach

Which airports and service circles cover Utah?

2 service circles of 150 miles reach the Utah towns we checked, one of them centered on an airport inside the state.

SLC reaches Salt Lake City (5 mi), Park City (27 mi), Ogden (30 mi), Provo (42 mi), Logan (66 mi), Vernal (131 mi). LAS (NV) reaches St. George (112 mi). Distances are great-circle miles from each airport to the town center.

Moab (200 miles from SLC) and Cedar City (160 miles from LAS) sit outside every circle. We still take projects there, because Wins Parking works in all 50 states.

The circles describe travel planning, not offices. Wins runs no airport parking in Utah.

The order

What order do approvals follow on a Utah parking lot project?

Site plan approval leads, followed by drainage review and Utah DEQ, UPDES Construction General Permit coverage for an acre or more, then building and electrical permits, and utility service last.

Salt Lake City permits come through Building Services, and the other Wasatch Front cities run their own reviews. Counties cover unincorporated parcels.

Utility territory matters: Rocky Mountain Power serves most of Utah, and municipal utilities serve Provo, Logan, St. George and other cities. The load list for lights, gates and chargers goes in with the site plan.

The paving season on the Wasatch Front runs April to October, with sealcoat and paint from late May into September. St. George's season runs longer, with summer work moved to early morning.

Electrical work for lights, gates, pay stations and chargers needs a licensed electrician and a local permit, with rough-in and final inspections before power goes on.

Management-only work moves faster: a visit, plate data for a few weeks, a pricing plan and the gate, camera and sign install, permitted only where new power is needed.

The pages

Where does Wins Parking have Utah pages, and what does each cover?

Wins publishes 18 Utah pages and 3 Utah cost benchmarks, all linked in the directory below.

2 are metro management and EV pages. The rest: 5 city parking management pages, 4 metro service guides, 1 resort and market pages, 3 charging, fleet and robotaxi depot pages, 1 stadium and arena parking guides and 2 airport parking guides.

The research databases compare Salt Lake City with other cities on parking rules, permit review times and public charging ports. New Utah pages join the directory as they go live.

FAQ

Utah parking: frequently asked questions

Wins Parking does both under a single contract. The employee-owned company is based in Edwards, Colorado, plans Utah work from there, and prices each site after visiting it.
