The job
What does a parking management company handle in Lincoln?
The daily business of the lot: Wins Parking prices stalls, collects with plate cameras and online permits, enforces with AI cameras and sends a monthly statement, for 15–25% of gross.
Lincoln is a state capital and a college town, and on fall Saturdays it is a football town above all. Husker home games at Memorial Stadium fill every lot, yard and church parking area within a long walk of campus. The rest of the week, demand comes from state offices around the Capitol, the University of Nebraska–Lincoln, downtown offices and evenings in the Haymarket, where Pinnacle Bank Arena hosts concerts and Husker basketball.
First we review the lot: stall count, signs, curbs, lights, drains and plans. Repairs go to our paving crews before launch, priced from the Nebraska asphalt benchmark, and a layout that strands stalls goes to our design team. From launch, we handle rates, collections, notices, snow and calls.
Owners follow sessions and citations on one dashboard and receive one deposit a month.
The money
What does parking management cost in Lincoln: revenue share or ground lease?
Revenue shares run from 15% to 25% of gross. Owners who want certainty can take a ground lease, with Wins paying fixed rent.
Near campus, seven football Saturdays a year can rival months of weekday revenue, so a share keeps that upside with the owner. Office lots near the Capitol, busy on weekdays and quiet on weekends, can sell game-day parking on top of monthly permits.
Worked example (a Wins Parking estimate, not a quote): a 120-space office lot at $6 to $10 a day and 60–80% occupancy grosses roughly $11,870 to $26,380 a month. The figure follows our revenue calculator (spaces × daily rate × occupancy × 30 days) and the Lincoln metro's BEA price index of 91.6, −8.4% against the U.S. average. At 15–25%, the fee comes to about $1,780 to $6,600 a month.
Game days come on top of that base, priced flat per car.

A Wins Parking estimate, not a quote: spaces × daily rate ($6–$10) × occupancy (60–80%) × 30 days, scaled by Lincoln's BEA cost index of 91.6. Management fee at 15–25% of gross. A site assessment sets the real figures.
The paperwork
Which permits does a paid parking lot in Lincoln need?
A zoning check, then building and electrical permits from Lincoln Building and Safety. Nebraska's State Electrical Division licenses electricians and contractors, and Lincoln inspects the work.
Lincoln and Lancaster County share a planning department, so a lot just outside the city line follows a similar process. Opening a lot to paying parkers can change its approved use, which we confirm before ordering equipment. Gates, camera poles, kiosks and lights each need a permit and inspection. The department posts no review target; we plan three to six weeks, an estimate.
Rebuilds disturbing an acre or more need coverage under Nebraska's NER210000 construction storm water permit, which the state has extended administratively. Our parking lot construction team handles the notice.
Who licenses electricians for parking equipment in Nebraska?
The State Electrical Division licenses electricians and contractors; Building and Safety issues Lincoln's permits and inspects each installation.
The system
How do plate-reading gates, AI cameras, online permits and enforcement run a Lincoln lot?
Cameras read every plate at the entrance and match it to a permit or paid session; cars without one get a notice with a photo and time stamp. Wins uses this system on its Colorado lots.
On game day, fans who prepaid drive in on their plates and walk-ups pay by phone, which keeps a lot moving when traffic stacks up on 10th Street. State and office workers park on monthly plates all week.
The system also flags overstays and gas cars in charging stalls, each notice with dated evidence.
The code
What does Lincoln's zoning code require for parking?
Since February 27, 2024, nonresidential uses in every district except B-1 and O-2 need no off-street parking under Chapter 27.67; residential uses and those two districts keep minimums.
That makes most commercial lots in Lincoln free of a required count, so owners can share, lease or sell stalls more freely. Recorded agreements and leases still apply, so we read them before changing access.
The parking minimums database puts Lincoln beside the other cities we track.
The market
What drives parking demand in Lincoln?
About 302,000 residents, per the Census Bureau, plus state government, the University of Nebraska–Lincoln, two hospital systems, downtown offices and the Haymarket's arena and restaurants.
The Capitol and state agencies fill downtown lots on weekdays, especially during the legislative session. UNL's city and east campuses add students and staff, and hospitals on the south side add steady traffic.
Football Saturdays set the peak, with arena events and Haymarket nights next. Lincoln Airport, 5 miles northwest, runs its own lots. We price monthly for workers, hourly for visitors and flat for events.
The weather
How does Lincoln's climate shape lot upkeep?
NOAA's 1991–2020 normals at Lincoln Airport give 5 months, May–Sep, with average lows at or above 50°F, about 26 inches of snow and 41.8 days at 90°F or above.
May lows average just above 50°F, so with SealMaster's floor, our sealcoating and paint season runs May through September. Campus-area lots are best done in June and July, before the football season.
Winter means about 26 inches of snow, January lows near 14°F and a hard freeze-thaw spring. Fall crack sealing and a plowing plan come standard.
The next tenants
Is a Lincoln lot ready for EV and robotaxi fleets?
Partly: 72 public Level 2 and 39 DC fast ports, per AFDC data pulled Oct 14, 2026, on Lincoln Electric System service. See our Lincoln EV and robotaxi charging page.
With most commercial uses free of minimums, converting stalls to charging is simpler here than in most cities. When we resurface, we add empty conduit toward the rows likeliest to get chargers.
Chargers report to our platform, and plate cameras keep EV stalls clear.
