The job
What does a parking management company do for a Huntington lot?
It manages the lot end to end: Wins Parking sets rules and rates, collects through plate-reading gates and online permits, enforces with AI cameras and sends a monthly revenue report, for 15–25% of gross.
Huntington's parking runs on the calendar of Marshall University. Students fill apartment lots near campus from August to May, football Saturdays bring crowds to the area around the stadium, and summer is quieter. Downtown, offices, restaurants, Pullman Square and the hospitals add weekday demand.
We start with a site inspection: stalls, signs, curbs, lighting, drainage and approvals. Our paving crews repair the surface first, priced against the West Virginia asphalt benchmark, and lots that flow poorly get a new layout from our design team. After launch, rules, collections, notices, snow, sweeping and calls are ours.
The owner sees every session and citation on one dashboard, with one monthly deposit.
The money
What does parking management cost in Huntington: revenue share or ground lease?
Expect 15–25% of gross revenue under a revenue share. Under a ground lease, the owner instead receives a fixed monthly payment from Wins.
Student-housing lots earn steadily through the school year, mostly from permits sold by semester. Owners near campus often add game-day sales on top. Summer income drops, which pushes some owners toward a lease.
Worked example (a Wins Parking estimate, not a quote): a 160-space apartment lot near Marshall at $3 to $6 a day and 70–90% occupancy grosses roughly $8,910 to $22,910 a month. That range comes from our revenue calculator (spaces × daily rate × occupancy × 30 days), scaled by the Huntington-Ashland metro's BEA price index of 88.4, −11.6% relative to the U.S. level. A 15–25% fee is about $1,340 to $5,730 a month.
Plate permits tied to each lease make it simple to keep spaces for residents and their guests and to bill everyone else.

The paperwork
Which permits does a paid parking lot in Huntington need?
Zoning review through Planning and Zoning, then a building permit for gates, wiring and lighting under the city's adopted codes, including the 2020 National Electrical Code. Huntington also requires contractors to hold a city license.
The city requires a permit before anyone installs or alters an electrical system, and it takes applications online or in person. Contractors also need a state license from the Contractor Licensing Board, and electricians are licensed by the State Fire Marshal. Huntington publishes no review target; our estimate is three to six weeks.
Larger rebuilds need coverage under WVDEP's construction stormwater general permit, WV0115924. Our parking lot construction team takes care of it when work comes first.
Which licenses does an electrician need for a Huntington lot?
A State Fire Marshal electrician license, a state contractor license and a City of Huntington contractor license. The city inspects the work under the 2020 NEC.
The system
How do plate-reading gates, AI cameras, online permits and enforcement run a Huntington lot?
An entry camera reads each plate and checks for a resident permit, a guest pass or a paid session. Cars without one get a notice with a photo and timestamp. Wins uses the same system on its own lots in Colorado.
Residents register their plates with their lease, and guests get passes from the resident's phone. On a home football Saturday, fans who bought a space online drive in and others pay at the sign, while residents keep their spaces.
The cameras also flag overstays and cars in accessible or EV stalls, and each notice includes dated photos for appeals.
The code
What does Huntington's zoning code require for parking?
Minimums by use. The C-3 Central Business District is exempt under Section 1331.03, and in the C-1 district, nonresidential uses within 660 feet of a public parking lot are exempt too.
The downtown exemption means many shops and offices rely on public and private lots nearby. The code also allows reductions in C-1 and for bike parking.
Elsewhere, spaces that meet a building's requirement must stay available to it, so we check the code and site plan before changing access. The parking minimums database compares Huntington with other cities.
The market
What drives parking demand in Huntington?
About 45,000 residents, per the Census Bureau, plus Marshall University, regional hospitals and Marshall Health clinics, downtown and events at the Mountain Health Arena.
Marshall's students, faculty and staff make up a large share of daily demand, and football at Joan C. Edwards Stadium draws big crowds in the fall. Hospitals and clinics bring patients from West Virginia, Kentucky and Ohio, since Huntington sits where the three states meet on the Ohio River.
The arena downtown hosts concerts and games. Travelers use Huntington Tri-State Airport, 7 miles west. We price by user: semester permits for students, monthly for workers, hourly for visitors and flat rates for events.
The weather
How does Huntington's climate shape lot upkeep?
NOAA's 1991–2020 normals at Tri-State Airport give 5 months, May–Sep, with average lows of 50°F or more, about 19.8 inches of snow a year and 25 days at 90°F or hotter.
Following the 50°F floor from SealMaster and other makers, our sealcoating and paint in Huntington run from May through September, which conveniently matches the summer lull near campus. October lows average about 46°F.
Freeze-thaw cycles and nearly 20 inches of snow a year wear on asphalt, and river-valley rain tests drainage. We plan plowing and salting before winter, clear drains each fall and seal cracks during the warm months so water stays out.
The next tenants
Is a Huntington lot ready for EV and robotaxi fleets?
For fast charging more than overnight: Huntington lists 12 public DC fast ports but just 7 Level 2, per AFDC data pulled Oct 13, 2026. Appalachian Power serves the city. See our Huntington EV and robotaxi charging page.
Few Level 2 ports means students and residents without home charging have few options, which makes chargers at apartment lots a real amenity. When we resurface, we run empty conduit to future charger stalls so ports can go in later.
Chargers report to the same platform as the gates, and plate cameras keep gas cars out of EV stalls.
The field
Who else manages parking in Huntington?
The city runs meters, garages and lots downtown, Marshall and the hospitals run their own, and private lots are handled by owners or property managers; the table compares 6 cities in the Tri-State area and the Kanawha Valley.
Wins handles assessment, repairs, equipment, operation and reporting under one contract. When comparing operators, ask how residents and game-day visitors share a lot, who clears snow and what the monthly report includes.
The table sets Huntington beside Barboursville, Ashland, St. Albans, South Charleston, Charleston and Parkersburg on distance, BEA's cost index and public charging.
