The job

What does a parking management company handle on the Madison isthmus?

The day-to-day business of the lot: Wins Parking sets prices, collects through plate cameras and online permits, enforces with AI cameras, plows and reports monthly, for 15–25% of gross.

Madison packs state government, the University of Wisconsin–Madison and downtown offices onto a narrow isthmus between two lakes, so parking is scarce and valuable. Badger football at Camp Randall fills every lot within walking distance on fall Saturdays, and the Alliant Energy Center south of downtown hosts expos, the World Dairy Expo and concerts.

We walk each lot first: stalls, signs, curbs, lights, drainage and approved plans. Repairs go to our paving crews before launch, priced against the Wisconsin asphalt benchmark, and a layout that wastes stalls goes to our design team.

After launch, pricing, collections, notices, snow and calls are ours, reported on one dashboard.

The money

How do Madison owners pay for parking management?

With a revenue share, usually 15–25% of gross, or a ground lease, where Wins pays a fixed rent and carries the risk.

Isthmus lots with waitlists of monthly parkers often do well on a share. Lots near Camp Randall that earn heavily on seven or so home dates may suit a lease.

Worked example (a Wins Parking estimate, not a quote): a 120-space office lot at the calculator's office rates would gross about $12,610 to $28,020 a month. The math follows our revenue calculator (spaces × daily rate × occupancy × 30 days) and the Madison metro's BEA index of 97.3, −2.7% the U.S. average. A 15–25% fee would be $1,890 to $7,010.

Game days and event weekends add income on top of the monthly base.

A Wins Parking estimate, not a quote: spaces × daily rate ($6–$10) × occupancy (60–80%) × 30 days, scaled by Madison's BEA cost index of 97.3. Management fee at 15–25% of gross. A site assessment sets the real figures.

The paperwork

Which permits does a Madison paid parking lot need?

Zoning confirmation, then building and electrical permits from the Building Inspection Division. Electrical contractors are licensed by Wisconsin's Department of Safety and Professional Services.

Opening a lot to paid public parking can change its approved use, so we confirm with zoning first. Gates, camera poles, kiosks and lights each get a permit and inspection. The division posts no review target; we plan three to six weeks, an estimate.

Rebuilds disturbing an acre or more need Wisconsin construction stormwater coverage; the prior general permit, WI-S067831-6, expired September 30, 2026, so we confirm the reissued permit first. Dane County adds its own erosion control and stormwater review for many sites. Our parking lot construction team handles both.

Who licenses the electricians who wire gates in Wisconsin?

DSPS licenses electrical contractors and electricians statewide; Madison permits and inspects locally.

The system

How do plate cameras, AI enforcement and online permits work in a Madison lot?

Each plate is read at entry and matched to a permit or paid session; a car with neither gets a photo-backed notice. Wins runs the same system on its Colorado lots.

On the isthmus, monthly permits often turn over at the start of each semester and each legislative session. Online sign-up and plate-based permits make that turnover simple, and visitors pay by phone.

Cameras also catch overstays, accessible-stall misuse and gas cars in charging spaces, with time-stamped proof.

The code

What parking does Madison's zoning code require?

No minimum in the Downtown and Central districts or several mixed-use and transit-oriented districts, under §28.141; other districts follow the table by use.

Lots in those districts can usually sell spaces freely. Elsewhere, stalls that meet a building's minimum stay with it, and recorded agreements can add limits, so we check approvals before selling outside permits.

Madison is in our parking minimums database alongside the other cities we track.

The market

What drives parking demand in Madison?

About 286,000 residents, per the Census Bureau, plus the state capital, one of the country's largest university campuses, major hospitals and fast-growing tech employers.

State workers fill the Capitol Square area, and UW's campus and its hospitals add tens of thousands of daily trips. Office parks on the west side and in nearby Verona and Middleton grow every year. Metro Transit's bus rapid transit runs east–west through the isthmus.

Dane County Regional Airport, 6 miles northeast, runs its own lots. We set monthly rates for workers and residents, hourly for visitors and flat rates for game days.

The weather

How does Madison's climate shape lot upkeep?

NOAA's 1991–2020 normals at Dane County Regional Airport give 4 months, Jun–Sep, with average lows at or above 50°F, about 51.8 inches of snow and 8.6 days at 90°F or hotter.

With SealMaster's 50°F floor, our sealcoating and paint season runs June through September; campus-area lots are best done in summer before students return.

January lows average about 12°F, and Madison gets more snow than Milwaukee. Fall crack sealing, a plowing plan with room to stack snow and spring patching are routine.

More than most: 260 public Level 2 and 81 DC fast ports, per AFDC data pulled Oct 14, 2026, on MGE service. See our Madison EV and robotaxi charging page.

Madison has more public ports than Milwaukee. When we resurface, we lay empty conduit to likely charging rows so ports can be added later.

Chargers report to our platform, and plate cameras keep EV spaces clear.
