EV Charger and Robotaxi Charging Installation in Chesapeake, VA

John Davis, Content Writer at Wins ParkingWritten by , Content WriterUpdated October 2026Reviewed by Ross D. Blankenship, Managing Principal.

Wins Parking designs, permits, installs and runs EV chargers and fleet charging depots for Chesapeake lots. The city lists 68 public Level 2 and 32 DC fast ports, per the Department of Energy. Dominion Energy Virginia's no-cost charger program closed its last window on April 30, 2026, and no robotaxi operator serves Virginia.

The chargers

What EV chargers does Wins install for Chesapeake parking lots?

Both types the Department of Energy lists: Level 2 at 2.9 to 19.2 kW for stays of a few hours or more, and DC fast up to 500 kW, which can add 100 to 200+ miles in about 30 minutes.

Chesapeake's shopping centers and restaurants near I-64, I-464 and U.S. 17 suit fast charging, since shoppers stay 30 minutes to an hour. Apartments, office parks and hospital staff lots suit Level 2. Warehouses and logistics yards can add fleet charging for delivery vans and service trucks.

We plan, permit, build and operate, and charging shows up in the same report as parking.

The depot

What does a robotaxi charging depot in Chesapeake need?

Fast chargers sized to fleet mileage, a Dominion capacity plan, queue space, cleaning bays, a pickup curb, gated access and cameras. Chesapeake's larger parcels near the interstates suit depots, but self-driving cars were not yet permitted in Virginia as of WIRED's May 2026 report.

WIRED reported that Waymo began mapping Arlington and Alexandria with human drivers in May 2026, about 158 miles from Chesapeake, without plans for commercial service there. A proposed state law to allow paid driverless rides was not expected to take effect before 2028, according to its sponsor. No operator has named Hampton Roads, and Wins has no robotaxi client.

Land is one advantage Chesapeake has over its denser neighbors. An owner rebuilding a large lot near the interstates can plan for electrical capacity, queuing and a covered cleaning area now. Our autonomous vehicle parking page, the future-proof parking lot guide and the EV and AV deployment guide explain the details.

The network

How many public EV charging ports does Chesapeake have?

68 Level 2 and 32 DC fast ports at 29 public stations with Chesapeake addresses, per Department of Energy data pulled Oct 13, 2026.

Chesapeake's 32 fast ports are well ahead of Portsmouth's 8 and Suffolk's 8, its neighbors to the west. Its Level 2 network is thinner relative to its size, especially at apartments and workplaces.

The count changes monthly; our EV charging ports database follows it from the same federal source.

The power

Which utility serves Chesapeake chargers, and what programs does it run?

Dominion Energy Virginia serves most Chesapeake addresses. Its EV Charging Access Program, which covered installation and maintenance for qualifying commercial sites in environmental justice communities, stopped taking applications on April 30, 2026.

The program needed a minimum of two Level 2 ports and an approved contractor. Until Dominion opens another round, we price Chesapeake projects without utility funding.

Parts of southern Chesapeake may be served by a different provider, so we confirm the utility for each address. For fast chargers, a transformer review comes early, since new service can set the schedule.

The code

Which permits and codes apply to EV charging stations in Chesapeake?

An electrical permit from Chesapeake's Development and Permits office through eBUILD, a contractor licensed by the Board for Contractors, NEC Article 625 and U.S. Access Board guidance on accessible chargers.

Converting required spaces to equipment can raise a zoning question outside the South Norfolk overlay. Chesapeake publishes no electrical review time; three to six weeks is our planning estimate.

The accessible charger is placed first, on a level route with reachable controls and room for a side lift.

The incentives

Which EV charging incentives are open in Virginia?

VDOT's NEVI awards for fast charging on designated corridors, with Dominion's Access Program closed since April 30, 2026. The federal 30C credit cannot be claimed for charging property placed in service after June 30, 2026 (IRS, Instructions for Form 8911).

VDOT's first round awarded $11.3 million for 18 sites and 66 fast-charging ports on Virginia's alternative fuel corridors; a retail site near an interstate could fit a later round. The IRS instructions leave new equipment outside 30C.

For a shopping center, fast chargers can draw customers who shop while they charge, and session fees cover part of the cost.

The budget

What does an EV charger installation cost in Chesapeake, and how long does it take?

By Wins Parking's estimate, six Level 2 ports cost about $23,500 to $52,900 installed in Chesapeake, and two DC fast ports about $98,000 to $294,000.

With a BEA index of 97.9, Chesapeake's costs run close to the national average. Large retail lots often put chargers far from the electrical room, so trench length is a big variable.

Timeline, by our estimate: 8–16 weeks for Level 2 on an existing panel and 26–52 weeks for fast charging on new service, scaling national per-port costs and AFDC's installation guidance by the metro index. Surface work fits the 7-month warm season.

A Wins Parking estimate, not a quote: Level 2 at $4,000–$9,000 installed per port (U.S. average), scaled by Chesapeake's BEA cost index of 97.9. Trenching distance, panel and transformer upgrades and utility lead time move it most. The federal 30C credit cannot be claimed for chargers placed in service after June 30, 2026.

The day to day

How are Chesapeake chargers run day to day?

As part of the lot: Wins sets charging prices, adds idle fees once a vehicle is full, monitors every port around the clock, keeps EV stalls for EVs with plate cameras and puts charging and parking on one statement.

At a shopping center, fast-charging sessions turn over every half hour or so, and idle fees keep drivers from leaving a full car in the stall. At an apartment complex, residents get overnight Level 2 access billed with their parking permit. Faults alert our desk, and a technician handles them.

This is our EV charging parking management service, which pairs with parking management in Chesapeake when we run the whole lot.

The neighbors

How does Chesapeake compare with nearby cities for EV charging?

Chesapeake's 32 fast ports trail Norfolk's 74 and Virginia Beach's 43 but lead Portsmouth and Suffolk; its 68 Level 2 ports sit mid-pack, per AFDC data pulled Oct 13, 2026.

Utility territory can change in the rural south of the city, so we confirm the provider before planning service or quoting a program.

FAQ

Chesapeake EV and robotaxi charging: frequently asked questions

Yes. We handle the plan, permit, wiring and daily running of Level 2 ports, and charging is billed alongside each resident's parking permit. For budgeting we use $4,000–$9,000 per installed Level 2 port at national prices.
