The job
What does a parking management company do for a Chesapeake lot?
It handles the lot from day one: Wins Parking sets rules and rates, collects through plate-reading gates and online permits, enforces with AI cameras and sends a monthly revenue report, for 15–25% of gross.
Chesapeake is spread out, with suburban shopping centers, office parks, hospitals and apartments rather than one dense downtown. Its parking problems are mostly about control: shoppers' spaces taken by nearby workers, apartment lots filled by non-residents, trucks parked overnight and lots that wear out without anyone tracking them.
We start with an inspection of stalls, signs, curbs, lighting, drainage and approvals. Our paving crews make repairs first, priced against the Virginia asphalt benchmark, and lots that don't flow well get a new plan from our design team. After that, rules, collections, notices, sweeping and calls are ours.
The owner sees every vehicle session and citation on one dashboard, with one monthly deposit.
The money
What does parking management cost in Chesapeake: revenue share or ground lease?
Most owners choose a revenue share of 15–25% of gross revenue. A ground lease is the alternative, with a set monthly payment from Wins regardless of revenue.
For many Chesapeake shopping centers, parking is free to customers, and management is about keeping spaces for them. Revenue comes from permits for nearby workers, enforcement of long stays and paid parking for specific uses such as overnight trucks or event overflow.
Worked example (a Wins Parking estimate, not a quote): a 200-space retail lot at $4 to $8 a day and 40–60% occupancy grosses roughly $9,400 to $28,200 a month if charged. The figure comes from our revenue calculator (spaces × daily rate × occupancy × 30 days), scaled by the metro's BEA price index of 97.9, −2.1% compared with the U.S. figure. The 15–25% fee would be about $1,410 to $7,050 a month.
A center can keep the first hours free for shoppers and charge only after that, so customers park free and all-day parkers pay.

The paperwork
Which permits does a paid parking lot in Chesapeake need?
Zoning review, then building and electrical permits through the city's Development and Permits office, which takes applications online through eBUILD. Contractors need a Class A, B or C license from the Board for Contractors.
Charging for parking on a lot built for a shopping center can be treated as a change of use, so we check zoning first. Gate power, cameras, kiosks and lighting each need a permit and an inspection. Chesapeake publishes no review target for these permits; our estimate is three to six weeks.
Land disturbance of an acre or more requires coverage under Virginia DEQ's VAR10 construction permit. Our parking lot construction team handles it when a lot needs rebuilding before we take over.
Who licenses the electricians for Chesapeake parking equipment?
Virginia's Board for Contractors, which licenses contracting firms by class and tradesman electricians. The city inspects each installation.
The system
How do plate-reading gates, AI cameras, online permits and enforcement run a Chesapeake lot?
A camera reads every plate as it enters and checks for a permit, a paid session or a free-period allowance. Cars over their limit get a notice with a photo and time. Wins runs this system on its own Colorado lots.
At a shopping center, the cameras time each visit, so shoppers park free for the set period and long stays are billed or cited. At an apartment complex, residents and registered guests park on their plates and outsiders get notices. No stickers, hangtags or booths are needed.
The cameras also flag cars in accessible or EV stalls and vehicles left overnight. Each notice carries dated photos.
The code
What does Chesapeake's zoning code require for parking?
Minimums by use under the zoning ordinance. In the South Norfolk Business Overlay, Section 12-605.C, certain commercial uses are exempt and multifamily requirements are reduced.
South Norfolk's older commercial blocks were built before modern parking rules, and the overlay lets businesses reuse those buildings without adding lots. That raises the value of shared and public parking nearby.
Across the rest of the city, spaces that satisfy a business's requirement must stay available to it. Virginia's 2026 law, § 15.2-2209.4, also caps residential minimums near transit in designated areas. The parking minimums database compares Chesapeake with other cities.
The market
What drives parking demand in Chesapeake?
About 255,000 residents, per the Census Bureau, Virginia's second-largest city by population, plus regional shopping in Greenbrier, Chesapeake Regional hospital, office parks and visitors to the Great Dismal Swamp.
Greenbrier's shopping centers, restaurants and offices form the city's busiest parking area. Chesapeake Regional and the medical offices around it add staff and patient parking. Industrial and logistics businesses near the interstates need truck and employee parking.
Visitors come for parks, the city's attractions and the wildlife refuge on the Suffolk line. Fliers use Norfolk International, 16 miles north. We set rules by user: free periods for shoppers, permits for workers and residents, and paid overnight parking where allowed.
The weather
How does Chesapeake's climate shape lot upkeep?
NOAA's 1991–2020 normals at Norfolk International give 7 months, Apr–Oct, with average lows of 50°F or more, about 6.2 inches of snow a year and 36.2 days at 90°F or hotter.
Under the 50°F sealcoat minimum from SealMaster and others, our sealcoating and paint in Chesapeake run from April through October. April just clears the line at about 50°F, so early-spring work depends on the year.
Low, flat ground makes drainage the main concern; a lot that holds water after rain will crack and pothole quickly. Winter brings a few inches of snow on average, enough to need a plowing and salting plan. Heat is moderate compared with the inland South, with about 36 days a year at 90°F.
The next tenants
Is a Chesapeake lot ready for EV and robotaxi fleets?
Moderately: Chesapeake lists 68 public Level 2 and 32 DC fast ports, per AFDC data pulled Oct 13, 2026. Dominion Energy Virginia serves most of the city. See our Chesapeake EV and robotaxi charging page.
Shopping centers along the interstates are natural places for fast charging, and apartments and offices for Level 2. When we resurface, we run empty conduit to future charger stalls, so ports can be added without digging up new asphalt.
Chargers report to the same platform as the gates, and plate cameras keep gas cars out of EV stalls.

Who else manages parking in Chesapeake?
Most lots are run by shopping-center owners, property managers or the businesses they serve, the city handles its own facilities, and regional operators manage some private lots; the table compares 5 Hampton Roads cities.
Wins provides assessment, repairs, equipment, operation and reporting under one agreement. When comparing operators, ask how free periods are set, how towing or citations are handled and what the monthly report covers.
The table compares Chesapeake with Portsmouth, Norfolk, Suffolk, Virginia Beach and Hampton on distance, BEA's cost index and public charging.
