The job

What does a parking management company do for a South Burlington lot?

It runs the lot so the owner doesn't have to: Wins Parking sets rates, collects through plate-reading gates and online permits, enforces with AI cameras and reports income each month, for 15–25% of gross.

South Burlington holds Burlington International Airport, University Mall and a string of hotels off I-89. That mix puts travelers, shoppers and employees in the same lots, and travelers looking for cheaper parking than the airport's often leave cars where they shouldn't. Many owners here need enforcement as much as a fee.

We start with a stall count, the condition of the surface, signs and lighting, and the city's approvals for the site. Where asphalt has failed, our paving crews repair it to a budget checked against the Vermont asphalt cost benchmark, and our design team can reorganize a layout that wastes room. Wins then runs prices, payments, citations, snow removal and driver calls.

Sessions, permits, citations and costs all appear in one owner dashboard.

The money

What does parking management cost in South Burlington: revenue share or ground lease?

A revenue share costs 15–25% of gross. Under a ground lease, Wins pays a fixed monthly rent, takes on the risk and keeps what the lot earns beyond it.

Hotels near the airport often sell park-and-fly packages, and a revenue share lets the owner keep the upside from that business. A lot tied to one office building suits a lease. Either figure comes from counts we take on site.

Worked example (a Wins Parking estimate, not a quote): a 120-space hotel lot near the airport at $12 to $22 a day and 55–75% occupancy grosses about $23,970 to $59,930 a month. That follows our revenue calculator (spaces × daily rate × occupancy × 30 days) and the Burlington-South Burlington metro's BEA price index of 100.9, +0.9% against the U.S. A 15–25% fee is about $3,600 to $14,980 a month.

Guests, park-and-fly travelers and staff can share one lot when each plate is tied to a reservation, a room or a permit.

A Wins Parking estimate, not a quote: spaces × daily rate ($6–$10) × occupancy (60–80%) × 30 days, scaled by South Burlington's BEA cost index of 100.9. Management fee at 15–25% of gross. A site assessment sets the real figures.

The paperwork

Which permits does a paid parking lot in South Burlington need?

A zoning permit from Planning & Zoning, which reviews all land development, then building and electrical review by the city's Fire Marshal and Electrical Inspection service, with a state-licensed electrician.

The city says Planning and Zoning review covers changes of use, fences, utility cabinets and many site features, so gates, pay stations and camera poles go through it. Its Fire Marshal and Electrical Inspection service handles building and electrical plan review and inspection inside city limits. South Burlington posts no review target; we plan two to six weeks, our estimate.

Vermont's Department of Environmental Conservation adds stormwater rules. General permit 3-9020 covers disturbing an acre or more, and the operational permit 3-9050 covers the finished impervious surface. Our parking lot construction team files for both when a lot needs rebuilding.

How long can a zoning permit be appealed?

Under 24 V.S.A. § 4465, an interested person has 15 days to appeal a decision of the administrative officer to the Development Review Board, so we hold equipment orders until then.

The system

How do plate-reading gates, AI cameras, online permits and enforcement run a South Burlington lot?

Cameras read every plate at entry and match it to a payment, a permit, a room or a reservation; a car with none gets a notice, on all 7 days. Wins runs this system in Colorado.

Park-and-fly travelers book online and drive in on their plate; hotel guests are matched to their room. Cars left for a week by travelers who never booked are flagged on day one, not discovered later. AI cameras also catch cars in reserved, accessible and EV spaces.

Every notice includes a photo and time stamps, which settles most disputes after one reply. On a retail lot, the same cameras can give shoppers free time and charge only the cars that stay too long.

The code

What does South Burlington's zoning code require for parking?

Only housing has minimums under LDR Sec. 13.02(B)(1): 0.75 space per studio or one-bedroom unit and 1.0 per larger unit. City Center has parking maximums.

Stores, offices and hotels have no required count, so an owner can rent spare spaces to outside parkers without breaking a zoning condition, though a site plan approval may still limit it. In City Center, along Market Street, maximums cap how much parking new buildings can add, which makes shared lots more valuable.

We read each site's approvals before changing hours or prices. South Burlington sits with its neighbors in our parking minimums database.

The market

What drives parking demand in South Burlington?

About 21,400 residents, per the Census Bureau, plus Burlington International Airport, University Mall, I-89 hotels and BETA Technologies, which builds electric aircraft at the airport.

South Burlington's daytime population is far larger than its residents. Shoppers fill the mall and the stores along Dorset Street and Shelburne Road, travelers pass through the airport, and workers drive in to offices, BETA's campus and the hotels near I-89 exits 13 and 14. The school district adds its own peaks at morning drop-off and on game nights.

City Hall sits at 180 Market Street in City Center, the downtown the city is building around Market Street. Parking maximums there mean new buildings will lean on shared lots rather than one lot per building.

The weather

How does South Burlington's climate shape lot upkeep?

NOAA's 1991–2020 normals at the airport show 4 months, Jun–Sep, with average lows at or above 50°F, about 87.5 inches of snow a year and 8.2 days at 90°F or more.

SealMaster and other makers set 50°F as the minimum for sealcoat. May's average low is 48°F, so we schedule sealcoating and striping from June through September, with hotel and airport lots done in sections overnight so cars can still park.

More than seven feet of snow a year is the bigger job. Every lot needs a plan for where piles go without burying stalls, which drains stay open and how early plows must finish before the first flights and shifts. Deep frost and repeated thaws crack older surfaces, and we seal those cracks each fall.

For Level 2, ahead of most cities: South Burlington lists 102 public Level 2 and 17 DC fast ports, per AFDC data pulled Oct 13, 2026. Our South Burlington EV and robotaxi charging page covers the options.

That is about one public Level 2 port per 210 residents, many at hotels, stores and offices that serve visitors. Owners adding chargers now need to check which state and utility money is open, since Charge Vermont stopped taking applications on Aug. 1, 2026. When we open a surface, conduit for future chargers goes in first.

Charging uses the same system as parking: plate cameras keep EV spaces clear, and drivers pay for the space and the power together.
