The work

What does Wins Parking manage and build in Illinois?

Operations plus layout, paving and charging work, priced together after one site visit. Illinois has one metro with management and charging pages so far: Chicago.

Chicago is the Midwest's largest parking market: the Loop and River North towers, McCormick Place, the stadiums at Wrigley Field, Soldier Field and the United Center, two major airports, and suburban office and retail centers from Schaumburg to Oak Brook. Downstate, Springfield adds the capitol, Champaign the university, and Peoria and Moline manufacturing.

On the operating side we bring plate-reading gates, cameras, online permits and enforcement, paid from 15–25% of gross revenue or a ground lease; the Chicago page shows the arithmetic for one lot. On the build side we handle layout, paving, sealcoating and striping, with a first range from the Illinois asphalt benchmark.

Census Bureau estimates put 12,719,141 residents of Illinois at July 1, 2025. Springfield averages 21.8 inches of snow a year, and lake-effect bands add more along the shore.

The operation

How do Chicago set parking rules, and why does it matter to an owner?

Chicago's July 2025 reform lets projects within 2,640 feet of CTA rail or 1,320 feet of a busy bus line cut required parking by up to 100%. Suburbs and downstate cities set their own minimums by use.

In Chicago the rule is within 2,640 ft of CTA rail or 1,320 ft of a busy bus line, projects may cut required parking up to 100% (July 2025), per Chicago Zoning Ordinance Ch. 17-10.

The reform means more Chicago buildings will open with fewer spaces than tenants want, which raises the value of existing lots and garages nearby. Where the approval allows it, spare spaces can be sold as monthly permits or event parking.

Events set the peaks: Cubs, Sox, Bears, Bulls and Blackhawks games, McCormick Place conventions, and festivals in Grant Park. Plate reads show the real pattern, and event and monthly rates follow it.

Owners get a monthly report on revenue, citations, repairs and complaints. In Illinois it also covers snow removal, salt damage checks on concrete and equipment, and a spring pothole sweep.

Chicago also taxes parking: the city's parking tax applies to paid parking transactions, so rate plans and receipts account for it from day one.

The specs

Which Illinois office sets pavement specs, and should a private lot use them?

In practice, the Illinois Department of Transportation (IDOT) does, through its Standard Specifications for Road and Bridge Construction. They govern state work, not private lots, yet most Illinois plants and labs run its mixes every day.

When the bid documents cite the state sections for aggregate base, binder and density, every bidder prices the same thing, and the lab tests against a standard it knows.

Northern Illinois sits on glacial clay, which holds water and heaves when it freezes. Freeze-thaw cycles are the main threat to pavement, and road salt speeds the damage. A soil report sets the base design, and drainage under the base matters more here than in drier states.

Access is split the same way: the state permits a curb cut on its highways, and the city or county permits one on local streets.

The licenses

Who licenses contractors for a Illinois parking lot, and above what amount?

Illinois leaves general contractor licensing to its cities. Chicago's Department of Buildings licenses general contractors in classes set by the largest project value a firm may take on.

Outside Chicago, many suburbs register contractors locally, so a firm working in Naperville, Schaumburg and Evanston may hold three registrations. Electrical work for lights, gates and chargers goes to a licensed electrical contractor, and the municipality checks the license at permit.

Building and electrical permits are local. Chicago Department of Buildings issues them inside city limits, and county offices cover unincorporated land.

Chicago Department of Buildings publishes no review target; our estimate for a commercial lot is 10–16 weeks.

We don't claim a Illinois license here. The proposal for each site names the license each task requires and the firm that carries it.

The permits

What construction stormwater coverage does a Illinois lot need, and for how long is the permit good?

Illinois EPA's general NPDES permit for construction site activities, ILR10, covers construction disturbing 1 acre or more, including smaller sites in a larger common plan.

In practice that is a notice of intent before grading, a pollution prevention plan, silt fence and inlet protection that get inspected and fixed, and a termination notice when the site is stable.

Stormwater rules in the Chicago region are strict: the Metropolitan Water Reclamation District's Watershed Management Ordinance applies in Cook County, and the collar counties run their own ordinances. Detention or volume control is standard on new lots, and permeable pavers are common.

Once the lot is open, its permanent drainage features belong to the owner, so we put inlet cleaning and detention checks on the annual schedule.

What about lots under an acre?

Usually not under ILR10 unless the lot is part of a larger plan, but county stormwater ordinances, strict in the collar counties, still apply.

How long does the current permit run?

Illinois EPA renewed ILR10 on September 22, 2023, and its construction page sets the renewal notice deadline for existing permittees; we confirm the current terms before filing.

IDOT runs Illinois's NEVI program; round 2 awarded $18.4 million in grants on September 17, 2025, and IDOT issued a round 3 funding notice in December 2025.

In Chicago the utility is ComEd, and its program status reads: No: the Make-Ready Rebate is closed (it paid up to $5,000 per Level 2 port).

AFDC shows 3,256 public Level 2 and 2,943 DC fast ports at 1,872 public stations with Illinois addresses, pulled Oct 13, 2026 from the AFDC station data, so 47% of public ports in the state are fast chargers. At city addresses, Chicago 951 Level 2 and 315 DC fast.

Chicago and its suburbs hold most of the state's public ports, while downstate charging thins out away from the interstates. Level 2 at apartments and offices is the gap, and cold-weather range loss raises demand for overnight charging at home and work.

On robotaxis, as of Oct 13, 2026: Chicago, waymo plans Chicago service; the city is on its "Up next" list (Waymo's city list).

The federal 30C credit is closed to new chargers: the IRS Instructions for Form 8911 say property placed in service after June 30, 2026 doesn't qualify. The Chicago EV page prices a site on the local utility.

The budget

What drives the cost of a parking lot project in Illinois?

Price levels set the base: BEA's 2024 parities give Chicago 103.6, against a national 100.

Chicago-area prices run above the national level, with union labor common on larger projects. Stormwater detention, salt-resistant materials and snow storage add civil cost. Downstate prices are lower, but sites can carry travel cost.

Our Illinois asphalt benchmark runs $3.54–$8.26 per sq ft for a new lot; that is a Wins estimate, not a bid, and the concrete and gravel pages cover the alternatives.

The weather

How does Illinois's climate set the season for sealcoat, paint and paving?

NOAA's 1991–2020 normals give Lake Michigan shore (Chicago) May–Sep with average lows at or above 50°F, the floor sealcoat makers set, and Lake Michigan shore (Chicago) May–Sep.

Lake Michigan shore (Chicago): Chicago O'Hare International Airport, IL averages lows of 50°F or more in May–Sep, with 38.4 inches of snow a year and 16.7 days at 90°F or above. At Abraham Lincoln Capital Airport (Central Illinois (Springfield)) the 50°F months are May–Sep; normals show 21.8 inches of snow a year and 28.2 days of 90°F heat.

October is where the regions part: average lows of 45.4°F at Chicago O'Hare International Airport, IL and 44.6°F at Abraham Lincoln Capital Airport; in April, 40.3°F and 43.3°F in the same order.

Crews plan around the weather that each region actually gets, and each contract names a backup date.

The order

What order do approvals follow on a Illinois parking lot project?

Site plan approval leads, followed by drainage review and Illinois EPA, General NPDES Permit for Construction Site Activities coverage for an acre or more, then building and electrical permits, and utility service last.

Chicago permits come through the Department of Buildings, and larger lots need zoning review, including landscaping and setback rules for surface parking. Suburbs each run their own site plan and engineering review.

Stormwater review comes early in Cook County, where MWRD permits are required for many new developments, and in the collar counties under their ordinances.

Utility territory matters: ComEd serves northern Illinois and Ameren most of the central and southern state. The load list for lights, gates and chargers goes in with the site plan.

The paving season runs April to November, with sealcoat and paint in the warmer months. Winter is for bids, permits and snow plans.

Electrical work for lights, gates, pay stations and chargers needs a licensed electrician and a local permit, with rough-in and final inspections before power goes on.

Management-only work moves faster: a visit, plate data for a few weeks, a pricing plan and the gate, camera and sign install, permitted only where new power is needed.

The pages

Where does Wins Parking have Illinois pages, and what does each cover?

Wins publishes 12 Illinois pages and 3 Illinois cost benchmarks, all linked in the directory below.

2 are metro management and EV pages. The rest: 4 metro service guides, 3 charging, fleet and robotaxi depot pages and 3 stadium and arena parking guides.

The research databases compare Chicago with other cities on parking rules, permit review times and public charging ports. New Illinois pages join the directory as they go live.
